"28 pressure vessels in use are in a state of long-term supervision without full-time safety director, once equipment failure or potential safety hazards occur, it is very easy to cause leakage, explosion and other accidents, the consequences are unimaginable." Law enforcement officers introduced that, in response to this illegal act of enterprises, law enforcement officers issued the "Special Equipment Safety Supervision Instruction of Pingluo County Market Supervision and Administration Bureau" (Ping City Supervision Special Order [2025] 0000144) on the spot, requiring enterprises to immediately equip pressure vessel safety directors in accordance with regulations to complete the safety management shortcomings.
In late October, the Pingluo County Market Supervision and Administration Bureau officially issued the administrative penalty document No.145, which ordered Ningxia Kunshui Cement Co., Ltd. to immediately correct its illegal acts and report criticism, and made it clear that "if it refuses to correct, it will be fined according to law, and if it refuses to do so, it will be punished according to law." The illegal information of enterprises will be included in the credit publicity system, which will affect the credit evaluation and market operation activities of enterprises.
"The safety of special equipment is the lifeline of enterprise safety production, and the essence of the vacancy of safety management posts is that the main responsibility is not in place." The head of the special equipment supervision section of Pingluo County Market Supervision Bureau said that the follow-up will carry out a "look back" on the rectification of the enterprise, and carry out a special investigation on the allocation of special equipment safety directors throughout the county to urge enterprises to eliminate the "empty window period" of safety management.
According to the Law on Safety of Special Equipment and the Regulations on Supervision and Management of Safety Subject Responsibility of Special Equipment Users, enterprises using special equipment such as pressure vessels and boilers must be equipped with full-time safety directors and have corresponding professional competence; After the departure of the safety director, the enterprise should complete the replacement of personnel within 30 days to avoid safety risks caused by the absence of management.
