Near the end of the year and the beginning of the year, in order to promote industrial and trade enterprises to draw lessons from recent accidents at home and abroad, and strengthen the safety management and control of unfavorable factors such as low temperature, freezing rain and snow weather, increased maintenance and production load, the Ministry of Emergency Management now issues the following safety tips to industrial and trade enterprises nationwide.
1. Implement anti-freezing measures. Dust explosion-related enterprises using wet dust removal system should start the heating system when the outdoor circulating water system is too low to ensure the normal flow of circulating water and prevent the "dry operation" of wet dust remover caused by the freezing of circulating water; Aluminum processing (deep well casting) enterprises should take measures to prevent the emergency water pipelines of emergency pools and high-level water towers from freezing, so as to avoid the failure of cooling water transportation under emergency conditions.
2. Strengthen the safety management and control of gas system. We should strengthen the operation and maintenance management of gas pipelines, valves, drainers, U-shaped water seals and other equipment and facilities that may cause gas leakage, implement winter thermal insulation and anti-freezing measures, increase the frequency of safety inspection of key equipment and facilities, and timely investigate and eliminate hidden dangers of gas leakage; The hot blast stove ensures that the gas is automatically cut off when the fan stops running and the gas pressure is low, so as to prevent explosion accidents caused by gas leakage, abnormal pressure or insufficient combustion.
3. Standardize the safety management of confined space operations. Limited space operation enterprises should strictly implement the limited space operation monitoring and operation approval system, carry out operations in accordance with the procedure of "first ventilation, then detection, then operation", do not neglect mechanical ventilation operation due to cold weather, and strictly prevent blind rescue in case of abnormal conditions.
4. Strengthen the risk management and control of contracting operations. Contractors should be urged to strictly implement various safety management regulations, do a good job of safety disclosure, strengthen safety inspection of contractors, dynamically grasp the time, place and schedule of operation, and strictly prohibit private operation and illegal operation.
5. Eliminate equipment "running with illness". It is strictly forbidden to neglect the equipment maintenance due to the competition of production and benefit, strictly implement the operation approval system, strictly prohibit extending the inspection and maintenance interval, simplifying the inspection and maintenance process, and shortening the inspection and maintenance time; temporary inspection and maintenance operations shall strictly implement the operation plan, confirm the safety conditions, and strictly prohibit the operation without approval and without the implementation of risk control measures.
