Provention and control the environmental risk of hazardous waste, promote the whole process of information-based environmental management, strictly control the final landfill disposal, and reduce the proportion of hazardous waste landfill disposal. Strictly crack down on illegal discharge, dumping, transfer and disposal of solid waste, especially hazardous waste environmental violations and crimes. We will accelerate the construction of demonstration bases for the comprehensive utilization of bulk solid wastes, and recommend a number of technical products to be included in the National Catalogue of Advanced and Applicable Technologies and Equipment for the Comprehensive Utilization of Industrial Resources and the National Catalogue of Advanced Solid Waste and Soil Pollution Prevention and Control Technologies. Promote the implementation of phosphogypsum comprehensive treatment plan. We will strengthen supervision over the prevention and control of soil and groundwater pollution in enterprises processing and utilizing renewable resources such as waste electrical and electronic products and scrap motor vehicles, and guide the implementation of anti-seepage measures. We will strengthen supervision over the operation of domestic waste landfills and hazardous waste disposal sites, and implement measures such as rain and sewage diversion, surface water and groundwater drainage, and leachate collection and treatment. Promote the standardized renovation of municipal solid waste landfills, and carry out closure treatment for those whose storage capacity is full. Implement the whole process management of construction waste and strengthen the supervision of decoration waste. Promote the construction of construction waste resource utilization projects and improve the level of resource utilization. We will carry out special remediation of construction waste, severely crack down on illegal dumping and other acts, strengthen cooperation in law enforcement of construction waste, and organize timely "looking back" at problem points.

(Nine) strengthen the traceability of polluted agricultural land. We will comprehensively carry out investigation and remediation of contaminated agricultural land, establish a list of pollution sources, draw up remediation plans, and treat them in stages. By the end of 2027, pollution source remediation will be completed in Guichi District of Chizhou City, Yian District of Tongling City, Lujiang County of Hefei City and Chaohu City, and other relevant cities will complete the traceability investigation of polluted cultivated land. By the end of 2030, other relevant cities have basically completed the remediation of pollution sources. Optimize the technical route of soil pollution remediation, and coordinate the ecological restoration and pollution control of heavy metal-related historical mines around cultivated land.

(10) Promoting the treatment of contaminated land in key areas. We will strengthen the supervision of land such as industrial transfer, relocation and evacuation of hazardous chemicals production enterprises in densely populated urban areas, and promote the control of soil pollution in land not developed and utilized for the time being. We will carry out a special action to control soil pollution in the land vacated by chemical enterprises 1 km along the Yangtze River, comprehensively investigate the soil pollution situation in the land vacated by chemical enterprises within 1 km of the main stream and main tributaries of the Yangtze River, and take risk control or remediation measures to prevent pollution from entering the river.

(11) Strengthen risk control and remediation of contaminated land in key industries. Promote the experience of redevelopment and utilization of construction land in old industrial zones in Hefei, and explore the mode of risk management, control and restoration by stages and "environmental restoration, development and utilization". By the end of 2027, a list of vacated plots such as pesticide raw material manufacturing and coking enterprises will be established to gradually identify soil pollution and take measures to control soil pollution. In principle, enterprises such as pesticide raw material manufacturing should give priority to expanding ecological space when vacating heavily polluted land, and measures should be taken to prevent odor diffusion if risk control and remediation are really needed.

(12) Implementing key management and control of high-risk plots. To strengthen the management of priority supervision plots, the plots included in the list of priority supervision plots should implement pollution control measures in a timely manner; the implementation of engineering control should generally complete pollution control within 24 months after being included in the list. To guide the implementation of risk management and control in chemical industry parks with high risk of groundwater pollution, organize detailed investigation and traceability investigation in chemical industry parks with groundwater characteristic pollutants exceeding the standard, eliminate potential pollution hazards, and effectively control the risk of groundwater pollution by the end of 2027.

3. Safeguard measures

(1) Improve the working mechanism. We will improve the joint supervision mechanism of ecological environment, natural resources, agriculture and rural departments, and establish a mechanism for reporting and sharing information on soil and groundwater pollution. We will strengthen the management of access to key construction land, promote the investigation of soil pollution in reclaimed cultivated land, implement multi-source data sharing in land spatial planning, land use control and soil environmental management, and form a "map" for provention and control of soil pollution sources. We will carry out provention and control effectiveness assessment of soil pollution sources in key cities, collect typical cases, and promote pollution risk control and green low-carbon remediation. Construct the incentive mechanism to fulfill the responsibility of provention and control of soil pollution sources, and cultivate the leading enterprises of provention and control of soil pollution sources.

(Two) strengthen capacity building. Improve the monitoring network of soil and groundwater environment, and carry out regular monitoring. Satellite remote sensing and other methods are used to continuously monitor key construction land, priority regulatory land and strictly control cultivated land, so as to prevent illegal development and utilization and illegal planting. According to the deployment of the Ministry of Ecology and Environment, before the end of 2026, the investigation and evaluation of groundwater pollution in our province will be launched; before the end of 2027, the second national survey of soil pollution in our province will be launched.

(3) Strict law enforcement and supervision. Regularly carry out provention and control situation and effectiveness analysis of soil pollution sources, and crack down on environmental violations according to law. We will carry out technical research on the identification and assessment of soil and groundwater ecological environment damage, promote compensation for related ecological environment damage, and do a good job of linking up with environmental public interest litigation.

(4) Strengthen scientific and technological support. We will carry out research on coordinated control of multiple pollutants, coordinated prevention and control of soil and groundwater, assessment of bioavailability and bioaccumulation effects of pollutants, health risk assessment of pollutants, soil pollution risk of heavy metals in resistance-reducing products, and treatment of new pollutants. We will encourage the development and application of new technologies, new materials and new equipment, such as rapid leakage detection, non-destructive leakage detection, low-disturbance and low-cost risk management and control, and green and low-carbon remediation. Increase the research on the creation of agricultural green inputs.

(Five) broaden the channels of funds. We will actively strive for special funds from the central government for ecological environment and support soil heavy metal pollution control projects. We should give full play to the supporting role of various financial institutions and steadily promote the implementation of environmental liability insurance for soil pollution prevention and control. To guide local governments to plan EOD projects around soil pollution prevention and control. We should innovate the mode of investment and financing and guide social capital to participate in the provention and control of soil pollution sources.

(6) Strengthen publicity and education. Do a good job in publicizing and interpreting laws, regulations, standards and knowledge of soil pollution prevention and control.
