On April 3, the Department of Economy and Information Technology of Sichuan Province and the Department of Ecology and Environment of Sichuan Province issued the Circular on the Completion of Peak-Staggered Production Tasks in the Cement Industry in 2024. In

2024, the peak-shifting production of cement in Sichuan Province was carried out in an orderly manner, with 88 all-round cement production enterprises and 108 clinker production lines all participating in peak-shifting production. According to the weighted average of 189 days of kiln shutdown per line, the annual peak-shifting production task of 140 days was overfulfilled.

Among them, 63 enterprises including Sichuan Lanfeng Cement Co., Ltd. overfulfilled the off-peak production task; 23 enterprises including Jiangyou Lahao Shuangma Cement Co., Ltd. completed the off-peak production task for the whole year according to the standard; 2 enterprises including Linshui Hongshi Cement Co., Ltd. failed to complete the off-peak production task. According to

the circular, in order to further strengthen the discipline of peak staggering production and standardize the order of peak staggering, after research, it was decided to give a circular praise to 63 enterprises such as Sichuan Lanfeng Cement Co., Ltd. which overfulfilled the peak staggering task, and to give a circular criticism to 2 enterprises such as Linshui Hongshi Cement Co., Ltd., which failed to complete the peak staggering task. Enterprises that have not completed the task of peak staggering production should be completed within a time limit. If the deadline is not completed, the Department of Economy and Information Technology will cancel its preferential policy of peak staggering, restrict its production line as a capacity replacement index transaction, and cancel the qualification of enterprises and their employees to recommend all kinds of evaluation first.

The circular pointed out that at present, the structural contradiction of serious overcapacity in the cement industry in Sichuan Province is still prominent, and the task of air pollution prevention and control is still arduous, so it is necessary to further rally all forces to do a good job in peak staggering production. All cement enterprises shall practically improve their political stance, grasp the development trend of the industry, play the main role, and continue to do a good job of peak-shifting production according to the requirements; the Provincial Cement Association shall continue to play the role of bridge and link, do a good job in publicizing the peak-shifting policy, decomposing and supervising the peak-shifting task, and make more contributions to the healthy development of the industry; The economic and information Bureau and ecological environment Bureau of each city (prefecture) shall strengthen the supervision and inspection on the implementation of peak-shifting production of cement enterprises, and urge the enterprises to conscientiously implement relevant laws, regulations and mandatory standards; the economic and information department and the ecological environment department will interview the enterprises that fail to implement peak-shifting production and deduct their annual environmental credit evaluation scores.
