On December 3, the Ecological Environment Bureau of Xingtai City, Hebei Province issued a public announcement on the acceptance of the 500 MW photovoltaic power generation project (re-approval) in Shahe City.
According to the announcement, the project is an agricultural-photovoltaic complementary project with a total investment of 300923 90000 yuan and a construction capacity of 500MW (600.21 MWp on the DC side). The construction unit is Shahe Zhongneng Green Power New Energy Co., Ltd. , which is a major change re-approval project.
It is understood that the project has been approved by Xingtai Ecological Environment Bureau on December 15, 2021.
According to the original approval opinions, the project has carried out the construction of booster stations and some photovoltaic arrays . In the actual construction process, the project plans to adjust the construction sites of some photovoltaic array areas. After adjustment, the project construction sites are Chaiguan Township, Liushigang Town, Qicun Town, Shiliting Town, Baita Town and other areas, and the project construction scale remains unchanged. Due to the change of construction site, the EIA report of the project was re-submitted for approval. The EIA report of the
project shows that the completed part of the project does not have the original environmental pollution and ecological damage problems related to the project.
It is noteworthy that the project was investigated by the Xingtai Municipal Bureau of Ecology and Environment on September 11, 2025, and issued a decision ordering (within a time limit) to correct illegal acts (Xing Huanzhi No Penalty [2025] 31). A decision on non-punishment was issued on November 28, 2025. According to
the data, Shahe Zhongneng Green Power New Energy Co., Ltd. was established in 2021, and its business scope covers solar power generation, photovoltaic power generation project development, etc. The company is a subsidiary of China Nengjian .
