A New Round of Cement Kiln Shutdown Plan Released in Many Places

On April 15, the Hebei Building Materials Industry Association issued the Notice on Self-discipline Staggered Peak Production in the Non-heating Season of the Cement Industry in 2025 (No.15, 2025), which shows that during the non-heating season from April to October (7 months). Cement clinker production enterprises in the whole province stopped kilns for a total of 85 days. From

April to June and October, the kiln will be shut down for 10 days every month, which is generally arranged in the last ten days of each month.

From July to September, the kiln will be shut down for 15 days every month, which is generally arranged in the middle and last ten days of each month. After the end of the

heating season, the number of days of peak staggering production shall not be superimposed with the number of days of peak staggering production in the non-heating season. The number of days of off-peak kiln shutdown in non-heating season policy is included in the number of days of off-peak kiln shutdown in industry self-discipline.

It is reported that Sichuan Province's 2025 cement industry peak staggering plan notice has also been issued recently. The base number of peak staggering tasks for a single cement clinker production line in 2025 is 190 days. The production lines that have not completed the peak staggering production tasks in 2024 will accumulate to the total number of peak staggering days in 2025. For the production line conforming to the differentiated peak-shifting production policy, the reduction and exemption days shall be implemented in accordance with the Detailed Rules for the Implementation of Normalized Peak-shifting Production in the Cement Industry of Sichuan Province (Chuan Jing Xin Gui [2024] No.5).

In addition, cement enterprises around the country have also disclosed their local peak-staggering production plans recently. Tapai Group said that in 2025, all clinker production lines in Guangdong Province will be shut down for 95 days per kiln, which will be implemented in two stages.

Phase I: from January 1 to April 30, 2025, all clinker production lines shall be subject to normal peak-shifting and kiln shutdown for 50 days/kiln. During the period from January 1 to February 28 and around the Spring Festival, each production line shall be shut down for at least 30 days/kiln on average;

the second stage: from May 1 to September 30, 2025, all clinker production lines shall be shut down for 45 days/kiln on a regular basis. According

to Tapai Group, in 2025, each production line in Guangxi will stagger its peak for an average of 160 days a year, and Fujian is expected to stagger its peak for 170 days a year.

According to feedback from a cement enterprise in Shandong Province, the kiln will be shut down again for 15 days from April 21 to May 5.

Jinyu Group said that in April-May, the north entered the normal peak staggering production stage, stopping production for 10-15 days per month, and precise peak staggering will be carried out in the rainy season from June to August.
