Ministry of Ecology and Environment: Notice on Doing Well the Work Related to the National Carbon Emission Trading Market in 2025

On April 15, the Ministry of Ecology and Environment issued the Notice on Doing a Good Job in the National Carbon Emission Trading Market in 2025. Units with annual direct emissions of 26,000 tons of carbon dioxide equivalent in power generation, steel, cement and aluminum smelting industries should be included in the list of key emission units. See Annex 1 for the specific requirements for the formulation of the list.

on Doing Well the Work Related to the National Carbon Emission Trading Market in 2025 The departments (bureaus) of ecological environment of all provinces, autonomous regions and municipalities directly under the Central Government, Bureau of Ecology and Environment of the Sinkiang Production and Construction Corps:

In order to coordinate the management of the national carbon emissions trading market in 2025 and ensure the healthy, stable and orderly operation of the market, In accordance with the Interim Regulations on the Management of Carbon Emission Trading, the Measures for the Management of Carbon Emission Trading (Trial Implementation) and the Work Plan for the National Carbon Emission Trading Market Covering the Iron and Steel, Cement and Aluminum Smelting Industries, the relevant work requirements for the formulation of the list of key emission units, data quality management, quota allocation and clearance are hereby notified as follows.

1. Strengthen the management

of the list of key emission units (1) The list

of key emission units in the national carbon emission trading market is formulated annually by industry. The annual direct emissions of power generation, iron and steel, cement and aluminum smelting industries should reach 2. (2) Before May 10,

2025, the provincial authorities in charge of ecological environment will publish the list of key emission units in the iron and steel, cement and aluminium smelting industries in 2024 and 2025 through the national carbon market management platform (hereinafter referred to as the management platform). The list of key emission units for power generation, steel, cement and aluminium smelting industries in the https://www.cets.org.2026 year should be published before October 31, 2025.

(3) Before May 15,

2025, the provincial authorities in charge of ecological environment shall organize the newly incorporated key emission units to open management platform accounts, and activate the business functions of emission management, carbon emission rights registration and trading management, voluntary emission reduction market registration and trading management. The opening process of key emission unit accounts and the requirements for opening application materials can be downloaded through the management platform.

2. To strengthen the quality management

of carbon emission data, provincial ecological environment authorities shall organize and carry out the quality management of greenhouse gas emission data of key emission units in power generation, iron and steel, cement and aluminium smelting industries in accordance with the technical specifications for accounting reports and verification formulated by the Ministry of Ecology and Environment (see Annex 3).

(4) Before June 30,

2025, the provincial ecological environment authorities shall organize key emission units in the iron and steel, cement and aluminium smelting industries to formulate the 2025 annual data quality control plan through the management platform and complete the technical audit. The data quality control plan for 2024 does not need to be supplemented. The formulation of 2026 data quality control plan for power generation, steel, cement and aluminum smelting industries should be completed by December 31, 2025.

(5) Carry out the monthly information deposit certificate

of carbon emission statistical accounting data from July 2025, within 40 natural days after the end of each month. Provincial departments in charge of ecological environment organize key emission units in iron and steel, cement and aluminium smelting industries to carry out monthly information-based certification of carbon emission statistical accounting data through management platforms, and conduct technical audits of the certification data. By October 31, 2025, the provincial authorities in charge of ecological environment will organize and complete the monthly information deposit and supplement of carbon emission statistics and accounting data of iron and steel, cement and aluminium smelting industries from January to June.

(6) Before June 30,

2025, the provincial authorities in charge of ecological environment shall organize key emission units in the iron and steel, cement and aluminium smelting industries to complete the submission of the annual greenhouse gas emission report for 2024.

(7) Before June 30,

2025, the provincial authorities in charge of ecological environment shall complete the technical audit of the annual greenhouse gas emission report of key emission units in the power generation industry in 2024 (hereinafter referred to as the verification). And inform the key emission units of the verification results through the management platform. By August 31, the verification of emission reports of key emission units in iron and steel, cement and aluminium smelting industries and the notification of verification results will be completed.

(8) Other enterprise data quality management requirements

(9) Before December 31,

2025, the provincial ecological environment authorities shall assess the quality, compliance and timeliness of the work of the verification technical service institutions in 2024 in accordance with the requirements of the Guidelines for the Verification of Enterprise Greenhouse Gas Emission Reports (Trial Implementation). The evaluation results are made public to the public through the management platform and the official website of the provincial ecological environment authorities.

3. Strengthen the management

of carbon emission quota allocation and payment (10) Pre-allocation

of quotas Before April 20, 2025, provincial ecological environment authorities will pre-allocate carbon emission quotas to key emission units in the power generation industry for 2024. Carbon emission quotas for steel, cement and aluminum smelting industries in 2024 will not be pre-allocated.

(11) Before July 31,

2025, the provincial authorities in charge of ecological environment shall, on the basis of the results of the verification in 2024, approve the amount of quotas to be issued by key emission units in the power generation industry in 2024 in accordance with the quota allocation scheme, and submit relevant data sheets in writing to the registration agencies. Register the approved quota. Before August 20, the provincial authorities in charge of ecological environment allocated carbon emission quotas for 2024 to key emission units in the power generation industry. The 2024 quota verification of

steel, cement and aluminium smelting industries should be completed by September 30, 2025, and the carbon emission quota issuance should be completed by October 20.

(12) Before December 31,

2025, the provincial authorities in charge of ecological environment shall organize key emission units in power generation, iron and steel, cement and aluminium smelting industries to complete the carbon emission quota clearance in 2024 in full and on time.

(13) To strengthen the organization and leadership

, the provincial departments in charge of ecological environment should attach great importance to the outstanding problems existing in the iron and steel, cement and aluminium smelting industries, such as complex technology, weak data base and inadequate carbon emission management capacity, and further strengthen overall coordination. Increase management and technical auditors, implement work guarantee funds, carry out data quality risk point identification and provention and control and other technical research, timely summarize and condense the effectiveness and cases of data quality management, and complete the key work required by the notification with high quality.

(14) To strengthen capacity building

, the Ministry of Ecology and Environment carries out policy interpretation and capacity building training for provincial ecological environment departments and technical support units, and relies on relevant industry associations to carry out policy publicity for newly included key emission units. The competent departments of ecological environment at the provincial level should strengthen technical assistance, organize special training on carbon emission data quality management, carbon emission quota allocation and clearance, and achieve full coverage of key emission units and their carbon emission management personnel within 2025.

(15) To strengthen supervision and law enforcement

, local ecological environment authorities at all levels should strictly implement the Provisional Regulations on the Management of Carbon Emission Trading, incorporate the quality management of carbon market data and the performance of quota clearance into their daily supervision and law enforcement work, and severely crack down on fraudulent carbon emission data.
