The person in charge of each district and each cement clinker production enterprise:

In 2024, with the strong support of the Provincial Department of Industry and Information Technology, the Provincial Department of Ecological Environment and the municipal bureaus, and with the concerted efforts of the industry and enterprises, the cement industry will be able to produce cement clinker. Industry efficiency increased by 65% year on year, but the industry is still in a loss state. In order to consolidate the achievements of peak-staggering production and realize the goal of turning around losses and increasing efficiency, the Cement Branch of the Provincial Building Materials Association extensively solicited the opinions of industry enterprises and decided to carry out self-discipline peak-staggering production in the non-heating season. The specific notice is as follows:

1. Specific rules

(1) Time and scope

: from April 1 to October 31, 2025 (7 months), cement clinker production enterprises in the province.

(II) Phased arrangement

from April to June and October: the kiln will be shut down for 10 days every month, which is generally arranged in the last ten days of each month.

From July to September, the kiln will be shut down for 15 days every month, which is generally arranged in the middle and last ten days of each month.

(3) Other requirements

after the end of the heating season shall not be superimposed on the number of days of peak staggering production in the non-heating season. The number of days of off-peak kiln shutdown in non-heating season policy is included in the number of days of off-peak kiln shutdown in industry self-discipline.

2. Safeguard measures

(1) Give full play to the role of associations. Cement Branch strengthens daily supervision, timely informs the implementation of peak staggering production, strengthens communication with enterprises, and ensures the implementation of peak staggering in place.

(2) The district is responsible for the organization. The person in charge of the district is responsible for organizing enterprises to strictly implement the work arrangement of industry self-discipline and peak staggering production, so as to achieve a chess game in the whole province.

(3) Implementation of enterprise themes. Enterprises should plan ahead and arrange production plans scientifically to ensure effective market supply.
