Shandong Cement Association reported that five cement enterprises, including Conch, opened kilns in violation of regulations during peak staggering.

Recently, Shandong Cement Industry Association issued the "Shandong Cement Clinker Enterprises Flood Season Staggered Peak Production Circular". According to

the circular, the clinker production lines of all cement clinker enterprises in Shandong Province (including special clinker production lines, excluding the chemical supporting clinker production lines of Shandong Lubei Chemical Co., Ltd. and Shandong Huitai Renewable Resources Co., Ltd., the same below) will carry out peak staggering production in flood season from 0: Time 20 days. For details, please refer to the Notice on Staggered Production in Flood Season for Cement Clinker Enterprises in Shandong Province (LSXZ [2025] No.09) issued by Shandong Cement Industry Association.

1. Five enterprises opened kilns in violation of regulations: Jining Conch Cement Co., Ltd. opened kilns in violation of regulations for 20 days, Shandong Luzhu Group Co., Ltd. opened kilns in violation of regulations for 20 days, Shandong Pinani Rongan Cement Co., Ltd. opened kilns in violation of regulations for 12 days, Tengzhou Dongguo Cement Co., Ltd. opened kilns in violation of regulations for 9 days. Quantou Group Zaozhuang Jinqiao Rotary Kiln Cement Co., Ltd.

2. In this peak-staggered production, 15 clinker production lines of 10 enterprises of Shanshui Group, 11 clinker production lines of 11 enterprises of Zhonglian Cement and 4 clinker production lines of 3 enterprises of Quanxing Group took the initiative to extend the shutdown time for 5 days.

3. During the period from November 11, 2024 to July 31, 2025, Yantai Baiyanghe Cement Co., Ltd. should be suspended for 171 days, and actually suspended for 169 days. During the off-peak period of this flood season, the kiln is currently in a state of shutdown.

4. With the approval of the Association, Shandong Shenfeng Cement Group Co., Ltd. will open one day and stop one day, Shandong Shanlu Environmental New Materials Co., Ltd. will adjust the off-peak production time for 4 days due to the review of the renewal of the production license, and Shandong Taixi Cement Co., Ltd. will open 5 days.
