On August 7, the Department of Industry and Information Technology of Shandong Province issued the "Notice of the Department of Industry and Information Technology of Shandong Province on the Deployment of Industrial Energy Conservation Monitoring Tasks and Diagnostic Services for Industrial Energy Conservation and Carbon Reduction in 2025".
In accordance with the deployment requirements of the Notice of the General Office of the Ministry of Industry and Information Technology on the Issuance of the National Industrial Energy Conservation Supervision Task List for 2025 (Section Letter of the Office of Industry and Information Technology [2025] 223) and the Notice on the Issuance of the National Industrial Energy Conservation and Carbon Reduction Diagnostic Service Task List for 2025 (Section Letter of the Office of Industry and Information Technology [2025] 304), The work related to industrial energy conservation monitoring and industrial energy conservation and carbon reduction diagnostic services in 2025 in our province is hereby notified as follows.
1. National Industrial Energy Conservation Supervision Task Arrangement
199 enterprises in our province are listed in the National Industrial Energy Conservation Supervision Task List of the Ministry of Industry and Information Technology this year (see Annex 1). Among them, there are 198 units for special supervision of energy efficiency in key industries: 14 in iron and steel, 26 in refining and chemical industry, 13 in synthetic ammonia, 91 in cement, 11 in electrolytic aluminum, 6 in carbon, 3 in cotton, chemical fiber and blended woven fabrics, 2 in tires, 1 in paper making, 1 in titanium dioxide, 1 in food and 1 in gypsum. Caustic soda 1, flat glass 1, coal-to-methanol 1, building ceramics 1, chemical industry 1, chemical fertilizer 1, electronic special material manufacturing 1, data center 21; special supervision on rectification and implementation of violation enterprises in 2024: papermaking 1. All cities are requested to submit the results of industrial energy conservation supervision and the annual summary report to the Provincial Office of Industry and Information Technology before October 31. The results of supervision shall be filled in according to the summary table of supervision (Annex 4), and the general industry form shall be selected for those industries that cannot be subdivided.
2. National industrial energy conservation and carbon reduction diagnostic service task arrangement
This year, 10 enterprises in 6 cities of our province (excluding Qingdao) were included in the national industrial energy conservation and carbon reduction diagnostic service task (see Annex 2), including 1 carbon emission accounting service and 9 industrial energy conservation diagnostic service. The successful bidding service organization is requested to find out the shortcomings of the enterprise in terms of production process, key product equipment, energy structure and energy system optimization, energy management and carbon management system construction. On this basis, energy-saving and carbon reduction measures are put forward in terms of technology, equipment and management, which provides a replicable and easy-to-promote energy-saving and carbon reduction system solution for diagnostic enterprises. Other 10 cities not included in the national task list organize their own diagnostic service agencies to carry out corresponding energy-saving and carbon-reducing diagnostic work in accordance with the actual diagnostic needs, so as to ensure that the industrial energy-saving and carbon-reducing diagnostic work is fully covered in 16 cities of the province. Municipalities
are requested to submit the annual energy-saving and carbon-reducing diagnostic service summary report (Annex 5) by November 30, which covers the quantity of diagnosis, the quality of completion, the situation of diagnosis and the feedback of enterprises. Institutions
participating in the task of diagnostic services for industrial energy conservation and carbon reduction shall not charge enterprises for diagnostic services.
3. Relevant work requirements
(1) Do a good job of industrial energy conservation supervision in accordance with the law and regulations.
Municipalities shall conscientiously implement the Energy Conservation Law of the People's Republic of China, the Measures for the Administration of Industrial Energy Conservation and the Measures for the Supervision of Industrial Energy Conservation, formulate the work plan for the supervision of industrial energy conservation in the city, scientifically arrange and standardize the organization of on-site supervision in accordance with the work manual for the supervision of industrial energy conservation, and ensure that the task of energy conservation supervision is completed on time.
(2) Promoting the implementation of tasks with the support of technical services.
The Provincial Office of Industry and Information Technology will arrange technical service support agencies for energy conservation supervision to provide technical personnel support to jointly promote the effective implementation of the task. Municipalities are requested to summarize the needs of experts and funds for industrial energy conservation supervision, fill in the fund demand form for industrial energy conservation supervision experts (Annex 3), and send it to e-mail before August 15.
(Three) standardize industrial energy conservation supervision procedures and measures.
In the process of industrial energy conservation supervision, we should implement the Opinions of the General Office of the State Council on Strictly Regulating the Administrative Inspection of Enterprise-related Enterprises (No.54, 2024, issued by the State Office). Industrial energy-saving supervision tasks have all been included in the "Shandong Province 2025 Joint Departments" Double Random, One Open "and Cross-sectoral Comprehensive Supervision Spot Inspection Plan", please pay attention to the "Government Departments Joint" Double Random, One Open "Supervision Platform" in the supervision task assignment, improve the supervision plan (energy-saving supervision time is determined, ahead of time). To facilitate timely coordination and dispatch of experts), standardize the implementation of supervision procedures and measures, and effectively reduce the burden on enterprises.
(4) Effectively and effectively do a good job in industrial energy conservation and carbon reduction diagnostic services.
Municipalities should vigorously do a good job in the diagnosis of industrial energy-saving and carbon reduction services, give full play to the important role of industrial energy-saving and carbon reduction services in guiding enterprises to implement energy-saving technological transformation, promoting equipment upgrading and promoting industrial energy-saving and carbon reduction, and organize energy-saving and carbon reduction diagnostic service institutions to complete energy-saving and carbon reduction diagnostic service tasks with high quality in accordance with the notification requirements of the Ministry of Industry and Information Technology. Conditional cities are encouraged to expand the content and scope of diagnostic services for industrial energy conservation and carbon reduction, and to carry out product carbon footprint accounting and enterprise carbon emission accounting for key industries and enterprises, so as to lay a good foundation for the transition from energy consumption control to carbon emission control system.
Annex 1:2025 Industrial Energy Conservation Supervision Task List (Cement)
It is reported that the 2025 Industrial Energy Conservation Supervision Task List (Annex 1) lists 91 cement enterprises with special energy efficiency supervision units in key industries. In the task list of industrial energy-saving and carbon-reducing diagnostic services in
2025 (Annex 2), there are 7 diagnosed enterprises in the industry of cement. They are Lunan Zhonglian Cement Co., Ltd., Zaozhuang Wofeng Cement Co., Ltd., Jining Zhonglian Cement Co., Ltd., Weishan Shanshui Cement Co., Ltd., Tai'an Zhonglian Cement Co., Ltd., Shandong Juzhou Cement Co., Ltd. Pingyi Zhonglian Cement Co., Ltd.
At present, the cement industry is facing the double test of energy saving, environmental protection and industrial intelligence upgrading. In order to implement the relevant policy requirements and accelerate the green low-carbon transformation and high-quality development of the cement industry, China Cement Network is scheduled for September 23-24. The 14th China Cement Energy Conservation and Environmental Protection Technology Exchange Conference and the 6th Intelligent Summit Forum were held in Zibo, Shandong Province. This conference will bring together industry experts, enterprise representatives and many industry stakeholders to gather group wisdom and promote energy-saving, environmental protection and intelligent transformation and upgrading of the cement industry.
