On August 5, the Zhejiang Provincial Government issued an approval on the construction land for the agricultural (animal husbandry) photovoltaic complementary power generation projects in Hangtou Town and Datong Town of Jiande City. Agree to convert 1.1729 hectares of collectively owned agricultural land (not involving cultivated land) in Jiande City, Hangzhou City into construction land and go through expropriation procedures.
The reply clearly States that the above-mentioned 1.1729 hectares of approved construction land shall be provided by the local people's government in accordance with the law and regulations as the construction land for the photovoltaic project, and shall be included in the "one map" of the land and space planning for supervision. Local natural resources authorities should issue timely allocation decisions or sign land transfer contracts with land users, and upload them to the land market monitoring and supervision system.
The reply requires that Hangzhou should urge the local people's government to implement land expropriation compensation fees and resettlement measures in accordance with the law, incorporate the land-expropriated peasants into the corresponding old-age insurance system, properly guarantee their production and life, and ensure that the original living standards of the land-expropriated peasants are not reduced and their long-term livelihood is guaranteed. If the compensation and resettlement for land requisition has not been implemented, no land shall be used for construction.
