On August 4, Lijiang Municipal Bureau of Ecology and Environment issued a public announcement on the environmental impact report of Ninglang County Urban and Rural Domestic Waste Incineration Plant Construction (Cement Kiln Co-disposal) Project to be approved.
Ninglang County Urban and Rural Domestic Waste Incineration Plant Construction (Cement Kiln Co-processing) Project will build a new set of 250 tons/day mechanical grate incinerator, which is responsible for the treatment of domestic waste in Ninglang Yi Autonomous County. The new contents of this project mainly include domestic waste receiving, storage and transportation system, domestic waste incineration system, domestic waste waste heat power generation system, leachate treatment system, incineration flue gas treatment system, auxiliary production facilities, etc. The project covers an area of 7470 square meters, with a total investment of 15100.
The EIA report shows that the project adopts a domestic waste disposal scheme combining complete coordination and independent incineration, with a treatment scale of 250t/d and a service scope covering the whole area of Ninglang Yi Autonomous County.
The complete collaborative disposal scheme is to rely on the existing 2500t/d clinker new dry process cement production line of Lijiang Julong Transportation Energy Investment Co., Ltd. Adopt the domestic waste disposal mode of incinerator (mechanical grate furnace) incineration combined with cement kiln co-disposal; The independent incineration disposal scheme is to build a domestic waste incineration plant with a daily treatment capacity of 250 tons, equipped with a set of 250 tons/day mechanical grate incinerator. This project is only equipped with a 10 MW condensing steam turbine generator unit, which is used in both disposal operations. After the completion of the project, the incinerator will treat 250 tons of domestic waste per day, with an average annual power generation of 62.37 million kW · H. The supporting construction contents of this
project include: domestic waste receiving, storage and transportation system, domestic waste incineration system, domestic waste waste heat power generation system, leachate treatment system, incineration flue gas treatment system, auxiliary production facilities, etc. The waste collection and storage workshop and generator room of the project are located 25m north of the cement rotary kiln tail in the plant area of Lijiang Julong Transportation Energy Investment Co., Ltd., and a mechanical grate furnace is arranged on the west side of the waste collection and storage workshop; the waste collection and storage workshop is provided with a waste crane and a waste storage pit; Control room, leachate treatment system, chemical water preparation system, sludge dewatering system and steam turbine are arranged in the generator room. In the
complete synergetic disposal scheme, the domestic garbage is sent to a mechanical grate furnace for incineration through a grab bucket after being dehydrated, the generated flue gas enters a decomposition furnace, and organic components are continuously decomposed or cracked through the decomposition furnace; It is discharged from the kiln tail chimney after being purified by the "kiln tail fuel staged combustion + SNCR denitration device (reducing agent is ammonia water) + bag-type dust remover" of the cement rotary kiln; after the iron impurities are removed from the slag after waste incineration during co-processing, it enters the cement production line as a raw material and is calcined into cement clinker by the rotary kiln system. In addition to the supporting construction, the above construction contents are included in this
project. At the same time, the existing cement production line of Julong Cement Plant is partially transformed according to the needs of co-disposal process, mainly by setting up a slag storage area in the raw material storage shed and an incineration flue gas input port in the decomposition furnace. In the
independent incineration disposal scheme, the dehydrated domestic garbage is sent to the mechanical grate furnace for incineration through the grab bucket. After the domestic garbage is incinerated in the incinerator, the flue gas purification system for domestic garbage incineration adopts the flue gas purification process of "SNCR + dry method + semi-dry method + activated carbon injection + bag dust removal". Incineration flue gas is discharged through an 80m high exhaust funnel after being treated by the incineration flue gas purification treatment system to meet the standard; during independent incineration, the slag after waste incineration is transported by truck to the slag storage area of the raw material storage shed in the plant for temporary storage, and used as raw materials in the raw material batching link of Julong Cement Plant. After the completion of this
project, it is planned to adopt the domestic waste disposal scheme combining complete coordination and independent incineration. In the actual operation process, the domestic waste disposal scheme between the two schemes needs to be adjusted according to the operation of the cement kiln. The difference between the two schemes lies in the direction of incineration flue gas, which requires environmental protection knowledge training. Formulate special environmental protection management system and detailed rules of operation steps for the switching of complete coordination and independent incineration schemes, so as to record and archive the accounts.
