In order to broaden the channels of counterpart aid to Xizang, in August 2002, The Hubei Provincial Party Committee and the provincial government put forward a new idea of promoting Huaxin Cement to invest and set up factories in Xizang to provide sustained growth momentum for Shannan's economic development, which received a positive response from Huaxin. Li Yeqing,
president of Huaxin, said that the main purpose of investing and building factories in Xizang is to support the development of Xizang, and its orientation is more political than economic. For this reason, Li Yeqing led a team to Xizang three times before and after investigation, and finally decided to invest in the construction of a new dry cement production line with an annual output of 300000 tons in Sangri County, Shannan District. With the strong support of Hubei Province and Xizang Autonomous, the project was officially started in July 2004. It is a great challenge to build projects on the plateau above 3600 meters
above sea level. The builders have withstood all kinds of severe tests, so that this economic and trade project with the largest single investment in industrial aid to Xizang was completed on schedule and completed on August 3, 2005.
In order to expand the achievements of industrial aid to Xizang, Huaxin has invested in the construction of the second and third production lines of Shannan Xizang, as well as the first and second production lines of Shigaze Factory, forming 6 million tons of cement production capacity in Xizang. 2. Project Implementation: Change the pattern
of local industrial development Huaxin not only injected capital, advanced technology and management into the Xizang, but also upgraded its production capacity. It has made outstanding contributions to the reform of Xizang enterprises, the adjustment of industrial structure and ecological protection. On the one hand,
the company develops mine resources in a scientific and orderly manner, on the other hand, it comprehensively promotes reclamation and greening, introduces circulating cooling water from production lines to mines, implements vegetation sprinkler irrigation technology, and invests nearly 100 million yuan in the construction of comprehensive utilization projects of waste rocks, so as to truly build the mine into a "green mine, ecological mine". In May
2022, Shannan Plant
of Huaxin Xizang completed and operated the international leading ecological pre-disposal project of 250 tons of domestic waste per day, rewriting the history of landfill in 6 counties and 1 districts of Shannan Prefecture of Lhasa City, and effectively boosting local construction of ecological civilization.
In order to meet the needs of key national projects in Xizang, Huaxin Xizang Company invested more than 30 million yuan to successfully develop and produce low-alkali and medium-heat cement and iron standard cement in line with the plateau climate environment. Over the past 20 years, Huaxin high-quality cement has been widely used in the construction of key projects such as Qinghai-Xizang Railway, Lalin Railway, Zegong Expressway and Liuwu Bridge. In the construction of three hydropower stations built in the Yarlung Zangbo River Basin and one hydropower station under construction, Huaxin has exclusively supplied more than 2 million tons of cement, including nearly one million tons of medium and low heat special cement.
3. Achievements of the Project: To achieve both
economic and social benefits, the "Huaxin Model" has created employment and poverty alleviation opportunities for local people. At present, of the nearly 700 employees in the Huaxin Xizang area, all of them are recruited locally, except 37 from the Ministry of Xizang. The company also rapidly improves the working skills of Xizangan employees through "twinning" activities. After systematic training and training, a group of Xizangan employees, such as Zhaxi, Solangesang and Baimawangjiu, have gradually grown into the backbone of the enterprise and taken up management positions. Among them, Zhaxi, Minister of Safety and Environmental Protection, was also awarded the National "May Day" Labor Medal.
Huaxin has also led to the development of local transportation, services, electricity, raw materials and other industrial chains, and promoted the construction of local cities and towns. Chongda Village, which originally had only 20 households around Shannan Factory, has developed into a small town with nearly 200 households, and the villagers are living a prosperous life. Since
2011, in response to the call of the Party Committee of the Autonomous Region, Huaxin has actively carried out the project of "strengthening the foundation and benefiting the people", dispatching several working groups to the paired townships of the counterpart targeted poverty alleviation to solve the problems for the masses. Only Xigaze Factory supported the standardized village-level construction fund of more than 3 million yuan, and Chagong Village, which was supported by the factory, achieved poverty alleviation in 2016, with the per capita annual income increasing to 7000 yuan.
Huaxin donates millions of yuan of cement and other materials and cash to Xizang every year for the construction of new countryside, Hope Primary School, rural water conservancy, village-based infrastructure, farmland irrigation and disaster relief.
Huaxin has become one of the most powerful engines of its own hematopoietic function in the Xizang. By the end of July 2025, the company has created a total industrial output value of 20.4 billion yuan, produced and sold 35.8 million tons of cement, and paid 2.4 billion yuan in local taxes. Among them, the industrial output value of Shannan Factory accounts for 80% of Sangri County, which has become the "Ten Guarantee Counties" of Xizang. Huaxin has also completely changed the autonomous region's past history of purchasing high-grade cement from the mainland, saving a total of 9 billion yuan in construction costs.
This year marks the 60th anniversary of the founding of the Xizang Autonomous, and the Xizang is in a critical period of leapfrogging development. Huaxin people will continue to take root in the Xizang, constantly innovate the "Huaxin Model", implement the four major events of "stability, development, ecology and strengthening the border", and concentrate on the "four creations".
