Recently, the Qinghai Provincial Office of Industry and Information Technology announced the results of industrial energy conservation supervision in 2025. According to the provisions of the Measures for the Supervision of Industrial Energy Conservation, the supervision of key energy-consuming enterprises includes 8 + 6 items, such as the implementation of the energy consumption quota per unit product, the mandatory national standards for the energy efficiency of energy-consuming products and equipment, and the implementation of the elimination system for backward energy-consuming products, equipment and production processes with excessive energy consumption.
According to the monitoring results, the main problem is that the backward energy-consuming products and equipment with excessive energy consumption have not been eliminated and are still in use. It involves 5 cement enterprises, with a total of 393 obsolete motors and 11 obsolete transformers.
The Energy Conservation Law stipulates that the State shall implement an elimination system for backward energy-consuming products, equipment and production processes. It is prohibited to produce, import or sell energy-using products or equipment that are eliminated by formal State decrees or that do not meet the mandatory energy efficiency standards; it is prohibited to use energy-using equipment or production processes that are eliminated by formal State decrees. The legal liability shall specify that the use of energy-consuming equipment or production techniques eliminated by formal order of the State shall be ordered by the department in charge of energy conservation to stop the use, and the energy-consuming equipment eliminated by formal order of the State shall be confiscated; if the circumstances are serious, the department in charge of energy conservation may put forward its opinions and submit them to the people's government at the same level in accordance with the limits of authority prescribed by the State Council to order the suspension of business for rectification or closure. In June
2022, the Ministry of Industry and Information Technology and other six ministries and commissions issued the Action Plan for Industrial Energy Efficiency Improvement. Continuous improvement of energy efficiency of energy-using equipment system is one of the actions. Focusing on general energy-using equipment such as motors, transformers and boilers, we will continue to carry out special actions to improve energy efficiency, increase the application of high-efficiency energy-using equipment, and carry out energy-saving transformation of energy-using equipment in stock.
However, these five enterprises are still using obsolete electrical equipment, not to mention increasing the application of high-efficiency energy-using equipment and carrying out energy-saving transformation of energy-using equipment in stock. Reform should be carried out immediately, using the peak staggering production time during the heating period to replace the motors and transformers that are explicitly eliminated by the state with high-efficiency energy-saving motors and transformers.
