cement enterprises to meet the emission standards, and the ultra-low emission is the encouragement guidance. We will increase support for cement enterprises that meet the requirements of ultra-low emission transformation. This passage is excerpted from the Opinions on Promoting the Implementation of Ultra-low Emission in Cement Industry issued by the Ministry of Ecology and Environment and other five ministries and commissions in January 2024. There are three policies and measures to increase support, the second of which is as follows:
(2) Implementing differentiated environmental protection management policies. Give full play to the leading and exemplary role of benchmarking enterprises. For cement enterprises that have completed the transformation of ultra-low emission and have been publicized, A-level performance rating can be carried out to reduce the off-peak production time; for those that have completed A-level performance rating, independent emission reduction measures can be taken during the warning period of heavily polluted weather. Cement enterprises that fail to complete the transformation of ultra-low emissions within the time limit shall strictly implement emergency emission reduction measures in accordance with the law during the warning period of heavily polluted weather. for ultra-low emission cement enterprises to reduce peak staggering production time. It is
interesting to see that a major cement province in Northwest China recently issued a "Notice on Normalized Peak Staggering Production of Cement Industry in 2025-2026". All cement clinker production lines in the province are required to carry out peak staggering production from December 1, 2025 to March 10, 2026. Among the requirements, cement clinker production enterprises complete the whole process of ultra-low emission transformation and publicize it on the website of China Cement Association, or reach the A-level performance evaluation of key industries in heavily polluted weather, and can independently stagger peak production during winter heating. At first glance, ultra-low emission enterprises can be "autonomous". The next sentence is, but the independent off-peak production time needs to be completed from April to November 2026. It is
understood that the real meaning of autonomous peak staggering is that during the heating period from December 1, 2025 to March 10, 2026, ultra-low emission enterprises can stagger the peak or arrange the peak time independently. However, the time of the peak needs to be arranged independently in the 8 months of the construction (prosperous) period after the heating period, and it needs to be made up one day at a time. In
the Opinions, the specific implementation of ultra-low emission enterprises to reduce the production time of peak staggering is that they can independently reduce the production time of peak staggering arranged by the province during the heating period. Reduce the off-peak production time and make up for it independently in the following (annual) time. In the whole year, the off-peak production time and the cement enterprises that fail to meet the requirements of ultra-low emission transformation need to be treated equally, and there are many days!
