The Action Plan focuses on optimizing the main trunk corridors, comprehensively unblocking the high-grade waterway network, consolidating and upgrading the energy level of port hubs, and improving the level of transportation organization and intellectualization, focusing on the "hard interconnection" of infrastructure, pointing out the direction for the high-quality development of inland water transport in the future. First, efforts should be made to optimize the trunk lines and give full play to the role of the main framework of the comprehensive three-dimensional transportation network. The Action Plan focuses on the "four vertical, four horizontal and two networks" of national high-grade waterways, which are up to the standard and unimpeded. According to the main waterways, tributaries and inter-provincial waterways, the action plan is classified and promoted, and measures are taken according to local conditions, so as to put forward a timetable and road map for the development of inland water transport in the coming period. One is the expansion and upgrading of trunk lines. For the main inland waterways such as the Yangtze River, the Xijiang River and the Beijing-Hangzhou Canal, the Action Plan proposes to focus on solving the problems of local congestion and inconsistent section standards. By accelerating the expansion of Changzhou, Weishan and other hubs and the implementation of a series of trunk waterway expansion and upgrading projects, we will fully tap the potential of the "two horizontal and one vertical" main waterway. Since 2018, the Water Planning Institute has taken the lead in undertaking the preliminary work and survey and design of the Pinglu Canal Project. Pinglu Canal is a new era canal with the highest navigation grade, the largest navigable ships and the direct access of inland river ships to seaports. During this period, the Water Planning Institute has carried out a lot of innovative research work, and achieved breakthroughs in the layout of large-scale water-saving ship locks, the layout of new water conveyance systems and the improvement of water conveyance efficiency. After the completion of Madao Junction, it will be the largest inland water-saving ship lock in the world, realizing the intensive utilization of water resources.

Secondly, the high-grade waterway should be unblocked in an all-round way to further stimulate the benefits of inland water transport network. The Action Plan proposes to speed up the construction of river-sea intermodal container corridors in the Yangtze River Delta waterway network, comprehensively enhance the level of interconnection and interoperability of the Yangtze River Delta waterway network, and actively promote the smooth internal and external links of the Pearl River Delta waterway network. Jiangsu, Zhejiang, Anhui, Guangdong and other provinces have put forward a new round of waterway planning and construction objectives, supporting the construction of short branch waterways, focusing on the construction of river-sea intermodal container corridors, and intensifying efforts to strengthen the waterway network with key industrial towns and industrial parks. The revision of the main specifications such as "Inland River Navigation Standard", "General Design Specification for Ship Lock" and "Hydraulic Structure Design Specification for Ship Lock" will be accelerated, and the guarantee rate of navigable water level, the design of representative ship types, the clearance standard of navigable bridges and the size of waterways will be optimized in view of the actual waterway construction in the Yangtze River Delta and the Pearl River Delta. At the same time, research should be strengthened in structural design to reduce land acquisition, upgrade old locks, and comprehensive utilization of abandoned earthwork.

Third, consolidate and upgrade the energy level of the port hub, and vigorously develop the hub economy and channel economy. In recent years, after large-scale regulation of illegal wharfs and integration of resources, the development level of inland port wharfs in China has been greatly improved, but there are still obvious deficiencies in strategic support resilience, comprehensive service level and integration of port, industry and park. The Action Plan proposes to take the channel economy and hub economy as the orientation, further stimulate the service and leading value of the port hub, and endow the inland river port with a new mission in the new development stage. The multimodal transport logistics project in Liangshan Port Area of Jining Port designed by the Water Planning Institute is a typical representative of the development of rail-water intermodal transport in inland river ports in China. It has created a coordinated operation system of rail-water intermodal transport and innovated the application of unmanned loading and unloading, intelligent dispatching and other technologies. The fully automated Longgong Container Terminal of Jining Port has realized the normalization of unmanned transport scenarios and promoted the efficiency and safety of port operations.

Fourthly, we should improve the level of transportation organization, greening and intellectualization, and systematically improve the efficiency of inland water transport. Based on the comparative advantages of inland waterway transport, such as large transport capacity, low cost, less land occupation, low energy consumption and low pollution, rail-water intermodal transport and river-sea intermodal transport have always been the important encouragement direction for the development of multimodal transport, and how to improve the level of transport organization, greening and intellectualization has become a new focus. Innovative research has been carried out both inside and outside the industry in the direction of planning and evaluation of inland river shipping development, key technologies of inland river navigation buildings and waterway regulation, digital and intelligent technology of inland river shipping, and construction technology of inland river ecological green low-carbon waterway.

The Action Plan is jointly issued by the Ministry and the National Development and Reform Commission, and strives for the support of central funds, local finance, financial institutions and other funds. At the same time, the project approval process, project environmental assessment, soil and water conservation, flood assessment and water use, land use, forest use and other aspects have been supported by relevant departments.
