On November 25, Shaanxi Provincial Department of Industry and Information Technology and Shaanxi Provincial Department of Ecology and Environment issued the "Notice on Normalized Peak Staggering Production of Cement Industry in 2025-2026". All cement clinker production lines in the province are
required to carry out peak staggering production from December 1, 2025 to March 10 , 2026. The requirements
for peak-shifting production are as follows:
(1) Cement clinker production enterprises complete the transformation of ultra-low emission in the whole process and publicize it on the website of China Cement Association, or reach the A-level performance evaluation of key industries in heavily polluted weather, and can independently shift peak production during heating in winter. However, the independent off-peak production time shall be completed from April to November 2026; The cement clinker production line in Guanzhong area, which has reached Grade B in the performance evaluation of key industries in heavily polluted weather, and has the task of co-disposal of municipal domestic waste (including municipal sludge) throughout the year and the task of long-term co-disposal of hazardous waste, can reduce the number of kilns stopped at the wrong peak during the winter heating period after the qualification of co-disposal has been confirmed by the municipal environmental protection department. However, the reduced off-peak shutdown time shall be made up during April-November 2026.
(2) In southern Shaanxi and northern Shaanxi, if the annual air quality of the cities and counties under their jurisdiction reaches the standard and the target task of air pollution assessment is completed at the same time, the number of days of peak staggering and kiln shutdown during the period can be reduced by half, but other differentiated peak staggering production policies shall not be superimposed, and the reduced time of peak staggering and kiln shutdown shall be made up independently from April to November 2026; The production line using carbide slag to produce cement clinker can carry out peak staggering production through "peak staggering replacement" to ensure the implementation of the annual peak staggering production plan.
(3) During the period of peak-staggering production, due to the need of emergency response to heavily polluted weather and the guarantee of major government activities, the shutdown time shall be included in the peak-staggering shutdown time according to the requirements of the local government. If the production line fails to complete the off-peak production task of the previous year, the off-peak production days shall be supplemented in the current quarter of the year.
(4) Within the same plant area, on the premise of not lowering the requirements for peak-shifting production, it is allowed to replace and adjust the peak-shifting production plan among different production lines; the cement clinker production lines in different plant areas shall not replace and adjust the peak-shifting production plan.
(5) All production lines that should make up the off-peak production time should report the completion plan to the Provincial Cement Association for the record before March 25, 2026.
