Recently, the Longmen Branch of the Bureau of Ecology and Environment of Huizhou City, Guangdong Province, issued a decision not to impose administrative penalties (Huishi Huan (Longmen) No Penalty [2025] 2). On September 17,

2025, Longmen Branch found illegal clues through the investigation of the atmospheric supervision and assistance system. After investigation, it was found that on June 23, 2025, the kiln tail discharge outlet of Huarun Cement (Huizhou) Co., Ltd. had abnormal smoke and dust emission clues. On June 25, 2025, Huizhou Atmospheric Supervision and Assistance Working Group went to the company to carry out on-site inspection.

After checking DCS, it was found that the instantaneous emission concentration of smoke and dust at 10 o'clock on June 23 was 29 mg/m3 (the standard was 20 mg/m3), which exceeded the standard by 0.45 times, and the online monitoring system was used for smoke and dust acceptance and calibration; At 19:23, the instantaneous emission concentration of smoke and dust was 32.2 mg/m3 (the standard was 20 mg/m3), which exceeded the standard (exceeding the standard by 0.61 times). The reason was that the high temperature of the thrust pad of the coal mill reducer caused the chain trip of the mill, the pipeline valve of the kiln tail system was not adjusted in place in time, and the rising temperature of the smoke and dust at the kiln tail caused the smoke and dust particles to exceed the standard. The company has been suspected of environmental violations.

The above-mentioned acts violate Article 18 of the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution [Enterprises, institutions and other producers and operators shall carry out environmental impact assessment and publish environmental impact assessment documents in accordance with the law for the construction of projects that have an impact on the atmospheric environment; Units that discharge pollutants into the atmosphere shall comply with the standards for the discharge of atmospheric pollutants and the requirements for the control of the total discharge of major atmospheric pollutants.

After verification, according to the rectification report and related supporting materials provided by the company, on June 23, when the dust at the kiln tail exceeded the standard instantaneously, measures were taken to adjust the mill system and return to normal, and no impact was caused on the external environment. The contingency plan for the Central Control Operation of the Kiln Mill, such as the sudden shutdown of the kiln tail mill system, the initiation of emergency measures, the timely adjustment of the system stability, and the prevention of the re-occurrence of over-standard situations.

In view of the fact that the reform has been carried out and has no impact on the external environment, according to the first paragraph of Article 42 of the Measures for Administrative Penalties for the Ecological Environment, no administrative penalty shall be imposed if the illegal act is minor and corrected in time and has not caused harmful consequences to the ecological environment. If the initial violation of the law and the consequences of the ecological environment hazards are minor and corrected in time, no administrative penalty may be imposed] and the relevant provisions of the third paragraph [no administrative penalty shall be imposed on the illegal act of the party concerned according to law, and the competent department of ecological environment shall educate the party concerned]. Longmen Branch decided to order Huarun Cement (Huizhou) Co., Ltd. to correct environmental violations and impose no administrative penalties on the company.
