Recently, Guangxi Chongzuo Fusui County Ecological Environment Bureau issued an administrative penalty decision (Chonghuan Penalty Word [2025] 1016), the party concerned is Guangxi Fusui County Xinxin Concrete Co., Ltd.
It is reported that on September 15, 2025, the administrative law enforcement officers of Chongzuo Ecological Environment Bureau conducted an on-site inspection of the company and found that the solid waste yard in the east of the company's factory area had gray-white waste sediment (waste type: SW59 other industrial solid waste, waste code: 900-099-S59) piled up, and the impermeable membrane of the yard had been damaged. Some cement bricks in the cofferdam of the solid waste yard have been dumped, no rainwater diversion channel has been set around the yard, the entrance and exit of the yard have not been hardened, no slope has been set at the entrance and exit of the yard to prevent rainwater from entering, and no measures have been taken to prevent dust pollution in the yard. The company did not construct the solid waste yard for storing industrial solid waste according to the Standard for Pollution Control of General Industrial Solid Waste Storage and Disposal Sites (GB18599-2001).
According to Article 102, paragraph 1, paragraph 10 and paragraph 2 of the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, "If one of the following acts is committed in violation of the provisions of this Law, the competent department of ecological environment shall order it to make corrections, impose fines and confiscate its illegal income;"; If the circumstances are serious, it may be ordered to suspend operation or close down upon approval by the people's government with the power of approval; (10) storing industrial solid waste without taking protective measures that meet the national environmental protection standards; committing one of the acts specified in Items (2), (3), (4), (5), (6), (9), (10), and (11) of the preceding paragraph, a fine of not less than 100,000 yuan but not more than 1,000,000 yuan shall be imposed; With reference to the Discretionary Rules for Administrative Penalties on Ecological Environment of Guangxi Zhuang Autonomous Region (Edition 2023) (see the attachment for the discretion results), our Bureau has made the following decision on your company:
a fine of RMB one hundred and seven thousand and twenty-nine yuan only (¥ 107,029 yuan only).
