Accelerating the transformation of the park's energy structure, vigorously promoting energy conservation and carbon reduction in the park, adjusting and optimizing the industrial structure of the park, strengthening resource conservation and intensive use of the park, improving and upgrading the park's infrastructure, strengthening the application of advanced and applicable technologies, enhancing the park's energy and carbon management capabilities, and supporting the park to strengthen reform and innovation. Eight key tasks. It also mentions strengthening the guarantee of energy consumption factors, innovating energy-saving review and carbon emission assessment models within the scope of zero-carbon parks, and exploring the implementation of safeguards and organizational measures such as regional approval or project filing.

CCTV Financial Reporter: We are concerned that the National Development and Reform Commission recently issued the Notice on the Construction of Zero Carbon Parks. How should we accurately understand the concept of "zero-carbon park"? What aspects of exploration will be supported in the next step?
Jiang Yi, director and spokesman of the Policy Research Office of the National Development and Reform Commission: Thank you for your attention to the construction of zero-carbon park. Zero carbon park refers to the reduction of carbon dioxide emissions from production and living in the park to "near zero" level through planning, design, technology and management, and has the conditions to further achieve "zero emissions". At present, China's new energy technology, energy saving and emission reduction technology and pollution control technology have gradually moved to the international advanced level. On this basis, the construction of zero-carbon parks is proposed, which indicates that China's green transformation process is moving from single-point innovation to system innovation and standard innovation. I realize that this work has five aspects of significance, or five aspects of exploration.
First, accelerate the green transformation of energy. In order to explore a new way to increase the proportion of new energy consumption, we should comprehensively adopt the methods of direct supply of green power, demand side management, scientific allocation of energy storage and other regulatory resources, and the use of clean and low-carbon thermal energy resources.
The second is to guide the deep decarbonization of the industry. Explore the "green to green" mode of manufacturing green products with green energy, support energy-saving and carbon-reducing transformation and energy-using equipment renewal, and encourage enterprises to build extreme energy-efficient factories and zero-carbon factories.
The three is to promote regional coordinated development. We will guide the orderly transfer and agglomeration of high-energy industries to parks with supportive resources, guaranteed energy and environmental capacity, and promote the formation of a rational division of labor and a virtuous circle among regions.
Fourth, adapt to green trade rules. The zero-carbon park has a traceable energy supply system and a whole-process carbon footprint management system, which can help enterprises accurately locate key links, optimize processes and improve equipment, greatly reduce the "carbon footprint" of products, and enhance "green competitiveness".
Fifth, build a zero-carbon demonstration model. Through the exploration and practice of "zero carbon cells" at the park level, we can accumulate experience, explore paths and build a model for the comprehensive construction of "zero carbon society" in the carbon neutral stage.
In the next step, we will determine the list of the first batch of national zero-carbon parks according to the local recommendation, taking into account factors such as industrial representativeness, comprehensive demonstration and carbon emission reduction potential, and give active support in policy pilot, system and mechanism innovation, and major project construction. Here I would like to emphasize that the construction of zero-carbon park is not a hat or a brand, but a systematic project and long-term work with strong innovation and high challenge; it is not to create a "policy depression", but to build a "green transformation highland". "Notice" puts forward "carbon emission per unit energy consumption" as the core index of zero-carbon park, and also sets five guiding indicators, namely, the proportion of clean energy consumption, the unit energy consumption of enterprise products in the park, the comprehensive utilization rate of industrial solid waste, the comprehensive utilization rate of waste heat, cold and pressure, and the reuse rate of industrial water. Each indicator has clear and strict requirements, which can not be achieved casually. Local governments, parks and enterprises should insist on proceeding from their own reality, scientifically determine the path and mode of zero-carbon park construction according to their own resource endowments, industrial characteristics and development stages, ensure that technical schemes can be operated, engineering projects can be landed, innovative measures can be implemented, and factor funds can be guaranteed. We must avoid the misunderstanding of blind decision-making, greed for perfection and quick work.
