In recent years, the safety of special motor vehicles in the field (factory) (hereinafter referred to as field vehicles) has been generally stable. However, the safety awareness of operators is weak, the equipment is aging, the use environment is complex, extreme weather and other factors are intertwined and superimposed, the number of accidents and deaths in special equipment is relatively high, and the safety risk can not be ignored. In order to further promote the safety management of the use of field vehicles and curb the accident-prone situation, the relevant matters are hereby notified as follows.
1. Pay close attention to the implementation
of the safety management action for the use of field vehicles (1) Implement the tasks of the safety management action for the use of field vehicles in detail, clarify the specific requirements of time nodes, task objectives, responsible units, measures and means, and organizational safeguards, so as to form a closed-loop work.
(2) Compacting the responsibility of the main body of safety, while seriously investigating and dealing with the illegal and irregular use of field vehicles, we should carry out in-depth field vehicle safety publicity and personnel education and training, guide inspection institutions to carry out technical assistance, and promote users to improve the level of safety management.
(3) Strengthen the monitoring and early warning of vehicle safety risks, verify the information of accidents (including related accidents and related safety incidents) in time, report them strictly in accordance with the prescribed procedures and time limits, and carry out accident investigation according to law.
(4) To strengthen supervision, inspection and work guidance, local market supervision departments should focus on the implementation of safety management actions in the use of field vehicles and promote the solution of outstanding problems in the work when conducting supervision, inspection and annual assessment of lower departments. When the General Administration carries out supervision and inspection on provincial market supervision departments, the safety of field vehicles is listed as the key content.
2. Strengthen the assessment
of safety management personnel and operators (1) Strengthen the supervision and examination of safety directors and safety officers of field vehicle users, urge safety management personnel to conscientiously carry out risk management and control, and perform their duties according to law.
(2) Strictly implement the content proportion requirements of the examination syllabus for field vehicle operators. In the theoretical examination, safety knowledge should account for 40%, and knowledge of regulations and standards should account for 20%.
(3) Combining with typical accident cases to optimize the examination questions, the importance of using seat belts, self-protection and self-rescue measures when forklifts overturn, and the response to the situation of goods blocking the sight should be taken as compulsory contents, so as to promote the operators to improve their safety awareness and master safety skills.
3. To strengthen the risk investigation of off-highway tourist vehicles and the implementation of
the main responsibility, local market supervision departments should conduct a comprehensive investigation of off-highway tourist vehicles in public gathering places such as tourist attractions, focusing on urging users to implement the following main responsibilities for safety.
(1) Improve the safety facilities and measures for driving routes in strict accordance with the requirements of the Technical Regulations for Safety of Special Motor Vehicles in the Field (Factory). It is strictly forbidden to select driving routes with excessive slopes. Protective facilities such as roadside guardrails matching vehicles must be set up in cliff, ditch and water sections. Speed limit measures must be taken in accident-prone sections such as steep slopes, sharp bends and intersections.
(2) Strengthen the training and management of drivers and related personnel, ensure that drivers are on duty with certificates, and strictly prevent high-risk behaviors such as changing driving routes privately, speeding and overtaking forcibly.
(3) Establish and improve the system of daily control, weekly investigation and monthly dispatch, and if potential safety hazards are found in vehicles, they shall be rectified and eliminated in time, and shall not be operated with diseases.
(Four) earnestly do a good job in passenger safety publicity and passenger safety inspection. Travel instructions and safety signs must be placed in eye-catching places. The driver is responsible for explaining the safety precautions to the passengers (recording and broadcasting are allowed), and checking and confirming the wearing of seat belts. Sightseeing trains must also be equipped with safety officers to assist drivers in their work and do a good job of safety monitoring during the driving process.
4. To strengthen the effective connection between
law enforcement inspection and execution of illegal and irregular acts of forklift use, local market supervision departments should strengthen law enforcement inspection of forklift users, strictly investigate and punish illegal and irregular acts, urge the implementation of the main responsibility of safety, and prevent and curb accidents.
(I) Adhere to the keynote of strict supervision, strictly investigate and punish the "three without one violation" (no equipment use registration certificate, no qualified inspection report, no operator certificate, illegal operation), and punish both the user and the operator.
(2) After the forklift accident investigation is concluded, the market supervision department shall publicize the accident investigation report according to law. Give full play to the role of accident warning, focus on exposing a number of typical forklift accident cases, urge users to carry out safety education and training regularly, and improve the awareness of law-abiding and safety of operators.
(3) Strengthen the connection of execution, promptly transfer the casualties caused by illegal operations to judicial organs for criminal responsibility according to law, strengthen the deterrent effect of law, and maintain the high-pressure situation of law enforcement. General Office
