In order to speed up the popularization and application of green building materials and promote the coordinated development of the construction industry and the building materials industry, the Housing and Urban-Rural Construction Bureau of Luzhou City has drafted the Implementation Plan for Accelerating the Popularization and Application of Green Building Materials (Draft for Opinions), which is now open to the public for comments. is to fully implement the spirit of the 20th National Congress and the Third Plenary Session of the 20th Central Committee of the Communist Party of China, conscientiously implement the decision-making and deployment of provincial, provincial, municipal and municipal governments on promoting the construction of strong chains in key industries, and accelerate the popularization and application of green building materials in our city. To promote the coordinated development of the construction industry and the building materials industry, this plan is formulated in light of the actual situation of our city.
1. Strengthen the application
of green building materials engineering (1) Strengthen the government procurement support policy
from 2025. Government investment projects such as hospitals, schools, office buildings, complexes, exhibition halls, exhibition centers, gymnasiums, affordable housing and old city reconstruction projects in the city fully implement the policy of government procurement to support green building materials and promote the improvement of building quality, and strictly implement the Government Procurement Demand Standards for Green Buildings and Green Building Materials (2025 edition). If the building materials used in the project are specified as "mandatory" in the Demand Standard, all green building materials conforming to relevant standards shall be purchased and used; if the building materials used in the project are specified as "optional" in the Demand Standard, the selected building materials shall not be less than 40% of the building materials involved in the construction project. The proportion of green building materials used in the project should not be less than 30%. When selecting materials for municipal infrastructure projects, in principle, there are no less than three types of green building materials in the Demand Standard.
(2) Vigorously expand the application scope
of construction projects, star green building projects strictly implement the application requirements of green building materials, the proportion of green building materials in one-star, two-star and three-star green buildings should not be less than 10%, 20% and 30% respectively, and support key projects at or above the municipal level to apply for green building certification. Encourage social investment projects to actively use green building materials, and guide the use of green building materials in newly built and rebuilt rural housing. Combining with the actual construction of the project, the city focuses on promoting green building materials such as high-strength steel bars, ready-mixed concrete, ready-mixed mortar, high-performance masonry materials, structural insulation integrated wallboards, energy-saving doors and windows (glass), bamboo building materials, assembly building parts, assembly decoration, construction waste recycling building materials and so on. It is encouraged to give priority to the selection of green building materials products with certification marks, and it is strictly forbidden to use building materials and products that are explicitly eliminated by the state and the province.
(3) To strengthen the information management
of green building materials, products that have been certified as green building materials or meet the requirements of the Demand Standards will be integrated into the Luzhou Green Building Materials Acceptance and Application Data Information Base. At the same time, the information of green building materials production enterprises, main performance indicators, engineering application and other information will be made public to the public in time, so as to facilitate the selection and application of suitable green building materials products for all parties involved in engineering construction. Construction projects are encouraged to purchase qualified green building materials products through the "Luzhou Green Building Materials Procurement Electronic Platform" to improve the efficiency and transparency of green building materials procurement.
2. Promoting the application of construction waste recycling products
(1) Steadily increasing the proportion
of construction waste recycling products applied by the government and state-owned investment projects, on the premise that the technical indicators meet the design requirements and meet the use functions. In accordance with the relevant requirements of the Measures for the Management of Urban Construction Waste in Sichuan Province, the proportion of construction waste recycled products used in the parts where construction waste recycled products can be used shall not be less than 10% of the consumption of similar building materials. Social investment projects are encouraged to use recycled products from construction waste. According to the actual situation of market supply and demand, the Municipal Housing and Urban-Rural Construction Bureau can timely adjust the types and application requirements of recycled products to better meet the needs of market development.
(2) Promote the transformation and development
of recycled products to green building materials, establish a registration system for recycled products, register and manage construction waste recycled products that meet national, local or industrial standards, regularly update and publish them to the public for purchase and use by relevant units. The declared and registered production enterprises of recycled products should have a sound quality management and product testing system, and provide construction waste raw material mixing reports and related product quality certification documents issued by third-party organizations. The proportion of construction waste disposed of in the raw materials for the production of recycled products shall conform to the relevant standards and regulations. Enterprises producing recycled products are encouraged to declare the certification of green building materials.
3. Strictly implement the responsibility
of the main body of the market (1) The construction unit shall bear the responsibility
of the main body. The construction unit shall specify the proportion of green building materials and construction waste recycling products in the feasibility study report or project proposal of the project. In the preparation of design documents, the design unit shall be required to prepare a list of green building materials in accordance with the requirements of this scheme and the spirit of other documents, specify the types of green building materials selected for the project, the parts and products used for recycling construction waste, and calculate the proportion of green building materials used in green buildings. When compiling budget documents, government investment projects should be included in the proportion and standards of green building materials. In the preparation of project bidding documents and the drafting of construction contracts, the relevant requirements for the use of green building materials in the project shall be included in the bidding documents and contracts as substantive conditions, and it shall be made clear that if the use of green building materials in the Demand Standard is involved, all green building materials conforming to the Demand Standard shall be purchased and used. Before the completion acceptance, the construction unit shall organize the design, construction and supervision units to carry out special acceptance of the use of green building materials, form a special acceptance report and be responsible for the acceptance results. If it is found in the acceptance that the requirements are not met, the completion acceptance shall not be passed.
(2) The design unit shall bear the design responsibility
. Under the same conditions, the design unit shall give priority to the selection of green building materials in the design. In the special chapter of green building design, a detailed list of building materials used is compiled in strict accordance with the Demand Standard, which specifies the types of building materials involved in the project, the types of green building materials used, the proportion of application, the performance requirements of materials, and the parts, types and proportions of recycled products from construction waste.
(3) The construction drawing review organization shall be responsible
for the review. The construction drawing review organization shall carry out a special review of green buildings, and specify in the review report whether the types and proportions of green building materials meet the requirements of the Demand Standard and this scheme. If the design is not carried out in accordance with the regulations, the qualified report of the construction drawing review shall not be issued.
(4) The construction general contractor shall bear the responsibility
for the construction quality. The construction general contractor shall strengthen the quality control of the construction process of green building materials according to the qualified construction drawing design documents; The material production and supply units shall be required to provide corresponding quality documents such as test reports and certificates, and establish the list of green building materials entering the site and the details of their use; the use of green building materials and quality management shall be reflected in the project completion acceptance report.
(5) The supervision unit shall bear the supervision responsibility
. When the green building materials enter the site for acceptance, the supervision unit shall check the relevant quality certification documents, urge the construction unit to strengthen the quality control in the construction process, and supervise the construction unit to purchase and use the green building materials in accordance with the design requirements. If it is found that building materials are not used in accordance with the design requirements and that relevant technical standards are violated, the construction unit shall be ordered to correct them in time and report them to the construction administrative department of the project.
(6) Production and supply units shall bear the responsibility
for product quality. Production and supply units shall strengthen product quality control, and the products provided shall meet the requirements of design and relevant specifications.
(7) The testing institution shall bear the responsibility
for the authenticity and accuracy of the test results. The testing institution shall carry out relevant tests on building materials products in strict accordance with the standards and norms within the scope of the qualification certificate, and shall not issue false test reports.
4. Strengthen supervision and management

. Strictly review the compliance of the proportion and standards of green building materials in design documents in the process of construction drawing review, filing and change. Strengthen the daily supervision and inspection of green building materials mobilization, urge the relevant units to implement their work responsibilities, and seriously investigate and punish violations of laws and regulations; strengthen the promotion and application of green building materials, timely collect and regularly release the price information of green building materials products; strengthen the management of green building materials acceptance and application database, regularly update and publish it to the public for the purchase and use of relevant units. In the stage of completion acceptance, the types, quantities and certification of green building materials actually used in the project should be taken as important verification contents to ensure the effective implementation and application of green building materials in the whole process from design to construction and acceptance.5.6.7.8

All units shall fully understand the significance of accelerating the promotion and application of green building materials, strengthen the organization and leadership, clarify the division of responsibilities, and cooperate closely to ensure the implementation of various tasks.
