In order to further standardize the production and use of concrete for housing and municipal engineering in our city and effectively guarantee the quality of the project, the relevant matters concerning further strengthening the quality management of ready-mixed concrete are hereby notified as follows.
1. Strict implementation of relevant laws, regulations and standards requires
that the quality control of ready-mixed concrete is an important guarantee for the quality of the project. All participating units shall strictly abide by laws and regulations such as the Construction Law and the Regulations on Quality Management of Construction Projects. Strictly implement the Code for Acceptance of Construction Quality of Concrete Structures (GB50204), Standard for Quality Control of Ready-mixed Concrete (GB50164), Ready-mixed Concrete (GB/T14902) and General Code for Concrete Structures (GB55008), and strengthen the whole chain management of production, construction and acceptance links. Ensure the quality of concrete works.
2. Ensure the quality
of ready-mixed concrete production (1) Strengthen the management of raw materials. Ready-mixed concrete production enterprises should establish a sound raw material procurement management system and raw material use and testing account to achieve traceability of raw material quality. When the raw materials enter the site, the type inspection report, delivery inspection report, product certificate and other quality certificates shall be checked. Adhere to the principle of "inspection before use", strictly prohibit fraud, shoddy, and do not use raw materials without relevant national, industrial or local standards.
(2) Strengthen laboratory management. Ready-mixed concrete production enterprises should set up concrete laboratories that meet the requirements of production quality control. The allocation of laboratory directors and testers should meet the requirements of qualification standards and be trained and qualified. Relevant personnel should be included in the unified management of "Chongqing Ready-mixed Concrete Quality Management Information System". The laboratory shall at least have the capacity of cement, fine aggregate, coarse aggregate, admixture, mineral admixture, concrete performance test and concrete mix design. The test report issued by the laboratory shall be stamped with the "special seal for laboratory inspection", the test data shall be accurate, objective and true, and the test results shall be traceable. Ready-mixed concrete production enterprises shall keep the image data of concrete delivery inspection specimen preparation and pressure test process for at least three months for future reference, and the image data shall completely and clearly reflect the test items, time, testing personnel and other elements. The inspection items beyond the inspection capacity of the laboratory of the production enterprise shall be entrusted to a third party qualified inspection institution for inspection.
(Three) strengthen production process control and factory inspection management. Ready-mixed concrete production enterprises should strictly control the approval and adjustment of concrete production mix proportion, strictly follow the approved mix proportion for production, and the accuracy of production metering equipment should meet the standard requirements and be verified according to regulations. The factory ready-mixed concrete shall be inspected in accordance with the relevant specifications and standards and the contract agreement, and the factory quality inspection account shall be established. The concrete strength test pieces for delivery inspection shall be clearly marked with continuous and unique numbers consistent with the sampling record number, and the test pieces without marks shall not be retained.
3. Strengthen the quality management
of ready-mixed concrete in the use process (1) Strengthen the procurement management of ready-mixed concrete. It is strictly forbidden to purchase and use concrete produced by unqualified enterprises. Before purchasing, the construction unit shall conduct field investigation on the ready-mixed concrete production enterprise, confirm its production conditions and technical quality assurance capability, and verify whether the actual production address of the enterprise is consistent with the production address specified in the qualification certificate.
(2) Strengthen the management of ready-mixed concrete entering the site. When the ready-mixed concrete enters the construction site, the construction unit and the production enterprise shall carry out the handover and acceptance of each truck of concrete, jointly check the production enterprise, project name, pouring position, strength grade and transportation time in the delivery list, and inspect the slump according to the standard requirements. The concrete specimen used for delivery inspection shall be sampled, made, marked, maintained and managed by the professional personnel of the construction unit in accordance with the requirements of the standards under the witness of the production enterprise and the supervision unit. It is strictly prohibited for the production enterprise to make the concrete specimen for maintenance. The construction unit shall be responsible for the representativeness and authenticity of the concrete specimen. Establish traceable unique identification of test pieces and delivery inspection account. The test results of the delivery inspection shall be notified to the supplier within 10 days after the completion of the test, and the quality acceptance of the ready-mixed concrete shall be based on the delivery inspection results.
(3) Strengthen construction quality management. The construction unit shall prepare the concrete pouring and curing scheme according to the characteristics of the concrete subdivisional works, and approve and make technical disclosure as required. During concrete construction, it is strictly prohibited to add water into the concrete mixture. After the completion of concrete pouring, early care and curing shall be carried out in strict accordance with the technical specifications for concrete construction. The removal of formwork must meet the requirements of specifications and standards to ensure the quality of solid concrete.
4. Improve the information management level
of ready-mixed concrete quality (1) Strengthen the information management of ready-mixed concrete production quality. All production enterprises that supply ready-mixed concrete to housing construction and municipal infrastructure projects within the administrative area of our city shall upload the production data and test inspection data to the "Chongqing Ready-mixed Concrete Quality Management Information System" in real time, and the production enterprises shall be responsible for the authenticity and accuracy of the uploaded data.
(2) Strengthen the information management of the quality of ready-mixed concrete. Ready-mixed concrete production enterprises should issue quality certificates such as inspection reports with anti-counterfeiting QR Code, factory certificates and delivery orders through the "Chongqing Ready-mixed Concrete Quality Management Information System". The inspection report issued by the third party qualified inspection institution entrusted by the enterprise shall be uploaded to the "Chongqing Ready-mixed Concrete Quality Management Information System" as required.
(3) Strengthen the verification of concrete information at the construction site. After the ready-mixed concrete is transported to the construction site, the construction, construction and supervision units shall first check and accept the delivery note, certificate of conformity and test report of the ready-mixed concrete, and verify the information of the QR Code. Inspection reports (except third-party inspection reports), delivery notes and certificates without QR Code or QR Code information inconsistent with the actual situation shall not be used as engineering and technical data.
5. Strengthen the quality supervision and management
of ready-mixed concrete (1) Implement differentiated quality supervision. The urban and rural housing construction departments of all districts and counties should strictly implement the responsibility of territorial supervision, strengthen the quality supervision of the production and use of ready-mixed concrete by means of daily supervision, special inspection and supervision sampling, and strengthen the linkage supervision mode from the quality of the use link to the quality of the production link. In principle, the inspection of ready-mixed concrete production enterprises in the jurisdiction area should be carried out at least once a quarter, in which the quality of concrete production can be traced back to the whole process through the "Chongqing Ready-mixed Concrete Quality Management Information System" and laboratory image data, and the frequency of inspection should be reduced to at least once every six months. Inspection and verification items involving letters and visits, reports, assignments from superiors and traceability of quality problems on the construction site are excluded.
(2) Strengthen the closed-loop disposal of inspection problems. If the housing and urban-rural construction departments of all districts and counties find that there are personnel in the laboratories of production enterprises who do not meet the requirements of qualification standards, fail to retain image data according to regulations, fail to issue inspection reports through the system, and there are obvious differences between the data and design requirements of the factory inspection reports and the delivery inspection reports, they shall order the enterprises to rectify, and no inspection reports shall be issued during the rectification period; If it is found that raw materials are used without inspection, false inspection reports are issued, production is not in accordance with the design mix ratio, jerry-building, construction is not in accordance with the construction technical standards or unqualified concrete is used, it shall be seriously investigated and dealt with in accordance with relevant laws and regulations.
(3) Strengthen publicity, publicity and problem notification. The urban and rural housing construction departments of all districts and counties shall supervise and guide the ready-mixed concrete production enterprises within their jurisdiction to strengthen the publicity and study of relevant laws, regulations and standards on concrete quality, and timely inform the industry and relevant projects of the main problems or typical cases found in the inspection, so as to prevent quality accidents or major hidden dangers caused by the quality of concrete production and effectively guarantee the quality of housing and municipal engineering. The Municipal Housing and Urban-Rural Construction Commission will further strengthen the information-based supervision of ready-mixed concrete quality, intensify spot checks on the implementation of enterprise quality responsibility and territorial supervision responsibility, and timely inform the relevant situation.
