At the symposium, he fully affirmed the work of Heilongjiang member enterprises in the first half of the year and put forward clear requirements for the next step.
Zhang Mulin emphasized that in the second half of the year, the member enterprises of Heilongjiang Province should focus on the following ten aspects:
First, in the face of the severe market situation, we should give full play to the advantages of Heilongjiang Province as the traditional core profit area of northern cement, adhere to the leading role of large groups and the linkage of large regions. Efforts should be made to stabilize the basic ecological situation of the industry, while paying attention to the balance of volume and price, and stabilizing the relative market share. Second, we should further promote the cost reduction of raw materials, optimize logistics channels, promote the use of green energy-saving transport equipment, and effectively reduce logistics costs. Thirdly, we should adhere to the benchmarking table, find gaps, make up for deficiencies, focus on the improvement of small indicators, and continuously optimize key indicators. Fourthly, the general managers of enterprises should be empowered to improve efficiency, actively integrate government and social resources, coordinate sales and supply work, and enhance the comprehensive competitiveness of enterprises. Fifth, we should speed up the disposal of idle assets, open up new sources and create efficiency, and take the revitalization of stock assets as an important means to maintain and increase the value of assets, raise development funds and optimize the asset structure. Sixthly, it is necessary to create a working atmosphere in which all employees pay close attention to indicators and data, improve their ability to analyze and apply data, and accelerate the training of reserve talents; it is also necessary to encourage mature enterprises to speed up the output of management experience and talents, and continuously optimize the personnel structure. Seventh, we should speed up the construction of Linkou project, do a good job of personnel deployment in the early stage, and ensure that the construction tasks are completed in accordance with the established time nodes. Eighth, we should strengthen contacts with local banks, actively carry out financing business, and provide strong financial support for the development of enterprises. Ninth, all departments of the company should work together to establish a standard and efficient management system and create a good business environment; In order to strengthen the awareness of the red line and the bottom line thinking, clarify the power boundary and the list of responsibilities, leading cadres at all levels should give full play to the "head goose effect" and carry out the work of "the same responsibility of the Party and the government, one post and two responsibilities" and "three management and three necessities" for safety and environmental protection.
