Strive to achieve full coverage of enterprises in the industry.
(2) Monitoring of energy efficiency improvement of key energy-using equipment. In accordance with the national mandatory energy efficiency standards for products and equipment, as well as the requirements of advanced energy efficiency level, energy saving level and access level, enterprises included in the energy efficiency monitoring in key industries shall carry out energy saving monitoring of industrial equipment such as motors, transformers, fans, pumps, air compressors and industrial boilers, check the equipment accounts and check the equipment. In conjunction with relevant departments, enterprises shall be urged to eliminate inefficient equipment that fails to meet the mandatory energy efficiency standards according to law. This special supervision is carried out in combination with other special supervision.
(3) "Looking back" supervision on the implementation of the rectification of illegal enterprises in 2024. Enterprises found in violation of laws and regulations in the supervision of industrial energy conservation in 2024 should be "looked back". Those who fail to rectify or rectify in accordance with the requirements shall be dealt with in accordance with the law and regulations.

3. Division of
tasks (1) Special supervision of energy efficiency in key industries (29 + 48). Shaanxi Energy Conservation Center is responsible for the special energy conservation supervision of 4 enterprises in Xi'an, 3 enterprises in Baoji, 2 enterprises in Xianyang, 1 enterprise in Yan'an, 15 enterprises in Yulin, 1 enterprise in Hanzhong and 3 enterprises in Ankang; Xi'an Energy Conservation Supervision Center is responsible for the special energy conservation supervision of 1 enterprise in Weinan, 3 enterprises in Yan'an, 32 enterprises in Yulin, 7 enterprises in Hanzhong, 2 enterprises in Ankang and 3 enterprises in Shangluo. The two supervisory institutions are requested to carry out on-site supervision in strict accordance with the relevant requirements, and to issue supervision reports and summary tables of special supervision results.
(2) Responsibilities and tasks of the competent departments of industry and information technology at all levels. The Provincial Department of Industry and Information Technology is responsible for the organization and management of the special supervision of industrial energy conservation in the whole province, focusing on the docking and coordination of the two supervision institutions to the relevant cities (districts), summarizing the supervision work and reporting it to the Ministry of Industry and Information Technology. The competent departments of industry and information technology of the relevant cities and counties (districts) are responsible for linking up the supervision work carried out by the two supervision institutions in the region, urging the supervised enterprises to make relevant preparations and complete the collection, review, summary and reporting of the Self-inspection Report on Energy Consumption Quota of Unit Products (hereinafter referred to as the Self-inspection Report).
4. Supervision arrangement
The special supervision work of the whole province is divided into three stages: enterprise self-examination, implementation supervision and work summary.
(1) Enterprise self-examination stage (July 25-August 17, 2025). Under the guidance of the competent departments of industry and information technology of cities and counties (districts), the relevant enterprises within their respective jurisdictions shall conscientiously conduct self-examination and complete the Self-Examination Report in strict accordance with the national energy consumption quota standards and the requirements of the Ministry of Industry and Information Technology's Handbook on Industrial Energy Conservation Supervision in Key Industries. (II) Implementation Supervision Level Section (from August 18 to October 31, 2025). According to their own reality, Shaanxi Energy Conservation Center and Xi'an Energy Conservation Supervision Center formulate specific monitoring implementation plans, form special monitoring working groups, and organize on-site verification in various cities. During the implementation of on-site verification, our office will carry out relevant research. The time for supervision and investigation in various cities will be notified separately.
(3) Work summary stage (November 1-November 15, 2025). According to their respective tasks and supervision, Shaanxi Energy Conservation Center and Xi'an Energy Conservation Supervision Center have completed the summary report of special supervision work, including each enterprise's supervision report, the summary table of special task inspection results and the summary table of the implementation of the energy consumption quota standard for unit products of Shaanxi enterprises in 2025 (Annex 2). It will be reported to the Provincial Department of Industry and Information Technology before November 16, 2025. The Provincial Department of Industry and Information Technology will submit to the Ministry of Industry and Information Technology a summary of the national industrial energy conservation supervision work in Shaanxi Province in 2025 as required, and organize two supervision institutions and relevant municipal (district) industrial and information departments to hold a summary and exchange meeting on energy conservation supervision work in due course.
5. Work requirements
(1) Strengthen organizational leadership. The competent departments of industry and information technology in urban areas should attach great importance to the work of industrial energy conservation supervision, fully understand the importance of current energy conservation work, and give full play to the important role of industrial energy conservation supervision in promoting large-scale equipment renovation and upgrading, guiding enterprises to implement energy-saving technological transformation, and promoting industrial energy conservation and carbon reduction. Strengthen the organization and implementation, carefully arrange the deployment, coordinate and cooperate well, and ensure the timely completion of the special energy-saving supervision task in 2025 in the region.
(2) Implementing energy conservation supervision in accordance with the law and regulations. We will implement the Energy Conservation Law of the People's Republic of China, the Measures for the Supervision of Industrial Energy Conservation and the Measures for the Administration of Industrial Energy Conservation, and the Opinions of the General Office of the State Council on Strictly Regulating the Administrative Inspection of Enterprises (Guo Ban Fa [2024] No.54), further standardize the procedures and measures for the supervision of industrial energy conservation, and effectively reduce the burden on enterprises. In the process of implementing the supervision, the two supervisory institutions strengthened coordination and cooperation with the local energy conservation authorities, improved the cross-sectoral industrial energy conservation supervision mechanism, and carried out various special energy conservation supervision tasks in strict accordance with energy conservation laws and regulations, energy consumption quota standards and major policy requirements. At the same time, in the process of supervision, we should adhere to the principle of seeking truth from facts, objectivity and impartiality, truthfully reflect and record the supervision and inspection of the supervised objects, and ensure the fairness and legitimacy of supervision.
(3) Strengthen fund management. In accordance with the requirements of the General Office of the Ministry of Industry and Information Technology on the issuance of the Measures for the Management of Industrial Energy-saving System and Mechanism Construction Projects (No.2023, No.225), the two energy-saving supervision institutions are explicitly required to strictly abide by the relevant financial and economic regulations and financial regulations of the state, strengthen the use and management of special funds, and carry out special accounting of project funds to ensure the special use of funds.
