According to Article 34 of the Regulations on the Administration of Pollutant Discharge Permits, in violation of the provisions of these Regulations, the pollutant discharge unit commits one of the following acts. The competent department of ecological environment shall order it to correct or restrict production or stop production, and impose a fine of not less than 200000 yuan but not more than 1 million yuan; If the circumstances are serious, the pollutant discharge permit shall be revoked, and with the approval of the people's government with the power of approval, it shall be ordered to suspend business or close down: (1) Discharge pollutants in excess of the permitted discharge concentration and the permitted discharge amount and the provisions of the Discretionary Standards for Administrative Penalties for Ecological Environment in Sichuan Province. August 18, 2025, Law enforcement officers collected the "Sichuan Yanyuan Jinguan Cement Co., Ltd. 2500t/d confirmation: SCR denitration technology transformation project of 2500t/d clinker production line filled in by Sichuan Yanyuan Jinguan Cement Co., Ltd. The project has been put on record and the technical transformation is expected to be completed by the end of 2025.

your company violate the second paragraph of Article 17 of the Regulations on the Administration of Pollutant Discharge Permits, which stipulates that "pollutant discharge units shall abide by the provisions of pollutant discharge permits, operate and maintain pollution prevention and control facilities in accordance with the requirements of ecological environment management, establish environmental management systems and strictly control pollutant discharge". our Bureau notified your company of the right to state and defend and the right to apply for hearing with the Notice of Prior (Hearing) of Administrative Penalty of the Ecological Environment Bureau of Liangshan Yi Autonomous Prefecture (Liang Huan Fa Gao Zi [2025] No.48). Your company has not filed a statement, defense and hearing application within the prescribed time limit.
