On July 25, Chongqing Economic Information Commission and Chongqing Ecological Environment Bureau jointly held a meeting on air pollution prevention and control in cement industry to study and promote the green and low-carbon development of cement industry and the continuous improvement of atmospheric environmental quality. Comrade Zhong Xi, member and deputy director of the Party Group of Chongqing Economic Information Committee, attended the meeting and delivered a speech. Zheng Yanghua, member and deputy director of the Party Group of Chongqing Ecological Environment Bureau, presided over the meeting.
Chongqing Municipal Bureau of Ecology and Environment reported the problems existing in the ultra-low emission transformation and air pollution prevention and control of the cement industry; Chongqing Municipal Economic Information Committee reported the standardized production capacity of cement and the off-peak production plan in winter and spring; Chongqing Cement Association reported the implementation of off-peak production in the first half of 2025; Eight enterprises, such as Liangping Conch and Taini Cement , made exchanges and speeches in turn.
The meeting pointed out that Chongqing has thoroughly implemented the "Opinions of the Central Committee of the Communist Party of China and the State Council on Deeply Fighting the Strong Battle of Pollution Prevention and Control" and the "Opinions on Promoting the Implementation of Ultra-low Emissions in the Cement Industry" issued by the Ministry of Ecology and Environment and other five ministries and commissions, requiring 31 cement enterprises in the city to complete the transformation of ultra-low emissions in an all-round way as planned. The improvement of organized emission, unorganized emission, clean transportation, environmental control platform and management capability needs to be accelerated. According to the
requirements of the meeting, the next step is to list and promote the ultra-low emission transformation task in stages. All districts and counties should strengthen supervision. Enterprises should reverse the construction period, actively declare the central atmospheric fund project and learn from advanced experience to ensure the completion of the target. At the same time, the benchmark reduction and exemption of peak staggering production time and environmental performance of the cement industry this year should be clarified. It is necessary to get rid of the wait-and-see mentality and coordinate the optimization of production capacity and green transformation; the industry and information departments of all districts and counties should jointly use replacement, energy consumption, environmental protection and other standards to strictly control production capacity, leading enterprises should take the lead in implementing peak staggering and capacity management, overproduction enterprises should immediately produce according to the registered capacity, and enterprises planning to supplement production capacity should speed up the formalities and make good use of policy support. Three key tasks should be paid close attention to: first, vigorously promote the transformation of ultra-low emissions, and strictly punish the enterprises with lagging progress; second, speed up the rectification of problems, supervise the work of all districts and counties within a time limit, and stop production and rectify the enterprises that fail to rectify; third, comprehensively promote the classification of environmental protection performance to "create B and strive for A", and enterprises that fail to reach B level can not enjoy the reduction and exemption of peak staggering. Enterprises should scientifically adjust their production plans and strictly implement the forthcoming "Chongqing 2025-2026 Winter and Spring Peak Staggering and Emission Reduction Work Program". In order to further strengthen the coordination of organizational guarantee and law enforcement, the special personnel of all districts and counties should co-ordinate and the responsible persons of enterprises should implement their main responsibilities. The ecological environment departments will intensify law enforcement efforts to crack down on excessive emissions and data fraud, so as to fight the battle of gas control with the most resolute attitude and support the construction of beautiful Chongqing and the improvement of air quality. At present, the cement industry is facing the double test of energy saving, environmental protection and industrial intelligence upgrading. In order to implement the relevant policy requirements and accelerate the green low-carbon transformation and high-quality development of the cement industry, China Cement Network is scheduled for September 23-24. The 14th China Cement Energy Conservation and Environmental Protection Technology Exchange Conference and the 6th Intelligent Summit Forum were held in Zibo, Shandong Province. This conference will bring together industry experts, enterprise representatives and many industry stakeholders to gather group wisdom and promote energy-saving, environmental protection and intelligent transformation and upgrading of the cement industry. the meeting, we will also organize a visit to the demonstration project of Qingzhou Zhonglian Cement Co., Ltd. with an annual output of 200000 tons of carbon dioxide oxy-fuel combustion coupled carbon capture.
