In order to give full play to the leading role of green finance, improve the standard system and basic system of green finance, and further strengthen financial support for the comprehensive green transformation of economic and social development and the construction of a beautiful China, the People's Bank of China, the General Administration of Financial Supervision and the China Securities Regulatory Commission recently jointly issued the Catalogue of Green Financial Support Projects (2025). It will come into effect on October 1, 2025.
According to the introduction, the catalogue defines the technical threshold and compliance standards of the project, and provides a low-carbon transformation path for high energy consumption industries, such as steel, building materials and other industries, which can obtain green financial support through cleaner production transformation, process optimization, pollution control technology upgrading, and so on, thus promoting the green transformation of the above industries.
According to the catalogue, in the field of green building materials manufacturing, cement products manufacturing, concrete structural components manufacturing, asbestos cement products manufacturing, lightweight building materials manufacturing, flat glass manufacturing, building ceramics manufacturing and other industries that meet the technical threshold and compliance standards will be supported by green finance.
Cement products manufacturing , first, ready-mixed concrete, ready-mixed mortar and other commercial concrete products that meet the requirements of the Technical Requirements for Environmental Labeling Products (HJ/T 412) and other standards; The second is the manufacture of cement products that meet the requirements of "Green Product Evaluation Wall Material" (GB/T 35605) and other norms and standards, including but not limited to cement concrete bricks, tiles, steel wire mesh cement sandwich panels, building thermal insulation and energy saving cement products, concrete hollow blocks, concrete perforated bricks, concrete hollow bricks, light aggregate concrete small hollow blocks, etc. The manufacturing of
concrete structural members shall meet the requirements of Green Product Evaluation Wall Materials (GB/T 35605) and other specifications and standards, including not only the manufacturing of concrete structural members such as ordinary cement concrete slabs and prefabricated building parts, but also the direct sales of corresponding products by manufacturing enterprises. The manufacture of
asbestos cement products meets the requirements of the Green Product Evaluation Wall Material (GB/T 35605) and other specifications and standards. Including but not limited to asbestos-cement board, asbestos-cement tile, asbestos-calcium silicate board, asbestos-free calcium silicate board, other fiber-reinforced calcium silicate board, asbestos-free fiber-cement flat board, asbestos-free fiber-cement board prefabricated composite wallboard and other asbestos-cement products manufacturing, as well as direct sales of corresponding products by manufacturing enterprises. The manufacture of
lightweight building materials meets the requirements of the Green Product Evaluation Wall Materials (GB/T 35605) and other standards, including but not limited to gypsum boards, gypsum products and similar lightweight building materials. It also includes but is not limited to the manufacture of lightweight building materials such as non-wood fiberboard, autoclaved aerated concrete board, industrial waste concrete hollow partition board, fly ash foam cement board, ceramsite reinforced aerated block, and the direct sale of corresponding products by manufacturing enterprises.
Other cement-like products are manufactured in accordance with the requirements of Green Product Evaluation Wall Materials (GB/T 35605) and other specifications and standards, including but not limited to glass fiber reinforced cement products. Manufacturing of glass fiber reinforced concrete (GRC) single-layer external wall panels, GRC external wall insulation panels and other cement-like products, as well as direct sales of corresponding products by manufacturing enterprises. Manufacturing of
clay bricks and tiles and building blocks, and manufacturing of clay bricks and tiles and building blocks that meet the requirements of Green Product Evaluation Wall Materials (GB/T35605) and other specifications and standards. Including but not limited to concrete blocks for building walls, blocks of autoclaved silicate products, new fired bricks, new non-fired bricks, building insulation and energy-saving block products, as well as the activities of manufacturing enterprises to sell the corresponding products directly. Manufacturing of
waterproof building materials, manufacturing of waterproof building materials products meeting the requirements of Green Product Evaluation Waterproof and Sealing Materials (GB/T 35609) and other specifications and standards. Including but not limited to asphalt and modified asphalt waterproofing membrane, thermoplastic polyolefin waterproofing membrane, sodium bentonite waterproofing blanket, etc., as well as the activities of manufacturing enterprises to sell the corresponding products directly.
Paint manufacturing , the manufacturing of waterproof coatings for buildings in paint manufacturing activities, and the direct sales of such products by manufacturing enterprises. Manufacturing of
sealing fillers and similar products, manufacturing of sealing products such as waterproof caulking sealing materials for construction in the manufacturing activities of sealing fillers and similar products, and direct sales of such products by manufacturing enterprises. Manufacturing of
special chemicals, manufacturing of waterproofing agents for construction in the manufacturing activities of special chemicals, and direct sales of such products by manufacturing enterprises. Manufacturing of
other rubber products, manufacturing of rubber waterproof rolls for construction in other rubber products manufacturing activities, and direct sales of such products by manufacturing enterprises. Manufacturing of
plastic plates, pipes and profiles, manufacturing of plastic waterproofing rolls for construction in the manufacturing activities of plastic plates, pipes and profiles, and direct sales of such products by manufacturing enterprises.
Heat insulation and sound insulation materials are manufactured , and raw materials and auxiliary materials including but not limited to chlorofluorine-free polyurethane chemical foaming agent, hydrofluoroolefin (HFO) foaming agent and other foaming agents with ozone depletion potential (ODP) of 0 and relatively low global warming potential (GWP) are used in the manufacturing process of heat insulation materials. Manufacturing of thermal insulation materials that meet the requirements of Green Product Evaluation Thermal Insulation Materials (GB/T 35608) and Limits of Hexabromocyclododecane for Building Thermal Insulation Products (GB/T 41077).
Asbestos products manufacturing , asbestos insulation and sound insulation materials manufacturing in asbestos products manufacturing activities, and direct sales of such products by manufacturing enterprises.
Flat glass manufacturing , flat glass products manufacturing in line with the requirements of Green Product Evaluation Building Glass (GB/T 35604) and other standards, as well as direct sales of corresponding products by manufacturing enterprises. Manufacturing of
special glass, which meets the requirements of Green Product Evaluation Building Glass (GB/T35604) and other specifications and standards, including but not limited to multi-layer thermal insulation, sound insulation glass, high-performance building glass, low-radiation glass, photovoltaic integrated building exterior wall glass, etc.; As well as the activities of manufacturing enterprises to sell the corresponding products directly. Manufacturing of
technical glass products that meet the requirements of Green Product Evaluation Building Glass (GB/T 35604) and other standards, including but not limited to building energy-saving glass, heat-reflective coated glass, coated low-radiation glass, etc.; As well as the activities of manufacturing enterprises to sell the corresponding products directly. Manufacturing of
building ceramic products, manufacturing of building ceramic products in accordance with the requirements of Green Product Evaluation Ceramic Tiles (Plates) (GB/T 35610) and other specifications and standards. Including but not limited to ceramic tiles, ceramic tiles, ceramic mosaics, ceramic acid-resistant tiles, porous building ceramics, ceramic pipes and pipe fittings, as well as the activities of manufacturing enterprises to sell the corresponding products directly.
Wood furniture manufacturing , bamboo and rattan furniture manufacturing, metal furniture manufacturing, plastic furniture manufacturing and other furniture manufacturing shall use the substitutes listed in the Catalogue of Substitutes for Toxic and Harmful Raw Materials (Products) Encouraged by the State in raw and auxiliary materials such as adhesives and pigments for furniture manufacturing. Industrialized customized furniture manufacturing that does not use the "high pollution, high environmental risk" products in the latest edition of the Comprehensive List of Environmental Protection as raw materials and accessories, as well as the activities of industrialized customized furniture manufacturing enterprises directly selling the corresponding products.
