Since the issuance of the Opinions of the State Council Safety Production Committee on Promoting the Establishment and Improvement of the Reward Mechanism for Internal Reporting of Accident Hidden Dangers in Production and Business Units (No.7, 2024), Lincang City has actively deployed and earnestly promoted the establishment and implementation of the reward mechanism for internal reporting of accident hidden dangers in production and business units in various industries. Recently, the Lincang Emergency Management Bureau selected nine typical cases of reward for internal reports of potential accidents in production and operation units of Huaxin Cement (Lincang) Co., Ltd. to encourage production and operation units to stimulate the endogenous power of safety production management. Case 1 : On April 10, 2025, Ye Xiaoxiao, an employee of the Production Department of Huaxin Cement (Lincang) Co., Ltd., found that the protective fence of the sieve plate, the support was desoldered, and the rotating part of the protective net fell off and failed to injure people during the inspection of the auxiliary material crusher. He immediately reported to the Safety Department of the company, and the personnel of the Safety Department went to the site for assessment and confirmation. Case 2: On April 20, 2025, Li Guangliang, an employee of the Production Department of Huaxin Cement (Lincang) Co., Ltd., found that the gap between the protective railing of the carbon black dust collector platform and the vertical ladder was too large when he was working in the carbon black workshop, and that there was a person falling. He immediately reported to the Safety Department of the company, and the personnel of the Safety Department went to the site for assessment and confirmation. Case 4: On May 18, 2025, Li Zhao, an employee of the maintenance department of Huaxin Cement (Lincang) Co., Ltd., inspected the site and found that the 614AB21 cable of the roots blower at the kiln head was damaged, and there was a potential safety hazard of electric leakage injury. He immediately reported it to the security department of the company, and the security department personnel went to the site for assessment and confirmation. Case 5: On June 19, 2025, Guo Xiang, an employee of the Production Department of Huaxin Cement (Lincang) Co., Ltd., was in the packaging workshop. Case 7: On April 12, 2025, Wei Caijun, an employee of Huaxin Cement (Lincang) Co., Ltd., found that the delivery driver of Suqian Xinrun Coal Trading Co., Ltd. did not wear a helmet and goggles at the coal unloading site during the safety inspection of the coal unloading site in the coal storage shed. It seriously violated the reward and punishment system of Lincang Company and the relevant provisions of the health and safety agreement of the contracting party. Case 9: On June 25, 2025, Ye Qiaolin, an employee of Huaxin Cement (Lincang) Co., Ltd., conducted a safety inspection on the mine aggregate site and found that the operators of Kunming Tuotong Transportation Co., Ltd. The personnel are working on the tail wheel frame of the belt conveyor, the belt conveyor is running, the power is not cut off and the tag is locked, the door of the power distribution room is open, and there is no supervision on the site.
