On November 16, Xuyong County, Luzhou City, Sichuan Province issued the "Announcement of Environmental Impact Report of Xuyong Hongshi Cement Co., Ltd. 6000t/d Clinker Cement Production Line Project". According to the
opinion draft, the project will build a new dry process cement clinker production line with a daily production of 6000 tons of cement clinker and a calciner outside the kiln, with a double-series six-stage low-pressure loss cyclone preheater and a TDF calciner at the kiln tail, and a set of 12 MW pure low-temperature waste heat power generation system.
The project is located in Luoye Village, Zhengdong Town, Xuyong County, with a total investment of 1.2 billion yuan, including 134 million yuan for environmental protection.
It is understood that in 2021, the Sichuan Provincial Department of Economy and Information Technology issued an announcement. Xuyong Hongshi Cement Co., Ltd. intends to withdraw from Luzhou Lanliang Cement Co., Ltd. 2000t/d, Sichuan Hongyun Building Materials Co., Ltd. 1200t/d, Guanghan Sanxingdui Cement Co., Ltd. 2500t/d, Four projects of Sichuan Jinbajiao Cement Co., Ltd., including 1300t/d, are to construct a new dry process cement clinker and cement production line project with a daily output of 6000 tons in Luyeba Village, Zhengdong Town, Xuyong County, Luzhou City, Sichuan Province.
Under the background of serious overcapacity, it is worth pondering whether it is necessary to build the production line. In fact, since this year, more than 20 cement clinker production lines in China have stopped construction, involving tens of millions of tons of clinker production capacity.

However, compared with the necessity of new line construction under the background of overcapacity, the biggest "enemy" of the project at present may be time .
According to the Measures for the Implementation of Capacity Replacement in the Cement and Glass Industry (2024 edition) issued by the Ministry of Industry and Information Technology, within two years from the date of announcement, the project construction enterprise shall complete the procedures of filing and environmental assessment, complete the project construction and put into operation within three years, and the overdue capacity replacement scheme shall be invalid. If the announcement of the capacity replacement plan has been completed, the project that has not started construction before the implementation of these Measures shall be ignited and put into operation before the end of December 2026; if it has not been completed, the capacity replacement plan shall be invalid after January 1, 2027.
Xuyong Hongshi 6000t/d cement clinker production line project was officially announced in 2021, and is still in the stage of environmental impact assessment. According to the new regulations of capacity replacement, the project that has completed the announcement of capacity replacement and has not started construction should be ignited and put into operation before the end of December 2026, otherwise the capacity replacement plan will be invalid.
