work clearly stipulate the determination to accelerate the high-quality development of manufacturing industry and maintain the green development of industry. Vigorously eliminate backward production capacity, for those who fail to meet the mandatory energy consumption, environmental protection, quality, safety, technology and other indicators and standards, rectify within a time limit, and if they still fail to meet the standards after rectification, shut down and withdraw according to law; We will consolidate the achievements of "reducing production capacity" of iron and steel and banning "floor steel", promote the transformation and upgrading of restricted equipment (400-1200 cubic meters of blast furnace and 30-100 tons of converter) in the iron and steel industry, promote the replacement of production capacity of electrolytic aluminum, steel and coking projects, develop advanced production capacity, and support the transfer of cement production capacity to other areas.

We will continue to promote energy conservation and consumption reduction in industry. We will strictly implement the energy conservation review of fixed assets investment projects and strictly control the blind expansion of high energy-consuming industries. We will strengthen the management of energy conservation and carry out the "million" campaign for key energy-using units. Strengthen the supervision of industrial energy conservation, implement the policy of ladder electricity price in iron and steel, electrolytic aluminium and cement industries, and impose penalties on enterprises with excessive energy consumption in processes.

Promote the comprehensive utilization of bulk industrial solid waste. We will encourage the use of large quantities of industrial solid waste to produce cement, new wall materials, soil conditioners, compound fertilizers and other projects, and support the construction of demonstration bases for comprehensive utilization of resources in League cities where conditions permit. We will encourage the construction of projects for extracting alumina from high-alumina fly ash and expand the scale of the industry for extracting alumina from fly ash. We will support the construction of national "urban mineral resources" demonstration bases and the development of resource recycling industries such as scrap automobiles, waste electronics and electrical appliances.

Promote the comprehensive improvement of "scattered and dirty" industrial enterprises. We will implement the Special Action Plan for Comprehensive Renovation of "Scattered and Dirty" Industrial Enterprises, find out the bottom number, set up accounts, take measures such as upgrading, integration and relocation, closure and banning, and classify and renovate "scattered and dirty" enterprises. We will promote the relocation, transformation or closure of existing polluting enterprises in urban built-up areas, such as iron and steel, non-ferrous metals, papermaking, printing and dyeing, and the manufacture of raw materials.

Do a good job in the withdrawal of industrial enterprises in nature reserves. According to the task requirements of the state and the autonomous region, the enterprises that have completed the withdrawal shall be organized to carry out the acceptance and cancellation work; for the enterprises that have not yet withdrawn, the rhythm, reasonable evaluation and classified disposal shall be grasped, and all enterprises shall be urged to withdraw before the end of the year.

Foster and expand new industries. Establish the National Innovation Center for Rare Earth Functional Materials. We will build a manufacturing and innovation center for Mongolian medicine, traditional Chinese medicine and biomedicine in the autonomous region. We will increase support for the first set of major technical equipment and the first batch of new materials, and support the first set of major technical equipment to enter the national promotion catalogue.

Actively promote green manufacturing. In the chemical industry, metallurgy, building materials, agricultural and livestock products processing, equipment manufacturing, biomedicine, textile and other industries, we will create a number of green factories, develop a number of green products, and create a number of Green supply chains. To formulate local standards for green manufacturing in key industries.

Promote the high-quality development of industrial parks. The first batch of industrial parks at the autonomous region level were identified and incentive policies were implemented. Implementing the task of central environmental protection supervision and rectification, focusing on supporting infrastructure construction, standardized factory buildings and land storage in industrial parks.
