Not long ago, in order to speed up the implementation of the Work Programme for the Steady Growth of Building Materials Industry (2025-2026), the Department of Raw Materials Industry of the Ministry of Industry and Information Technology led a symposium on the steady growth of the cement industry, which clearly pointed out that industry associations should strengthen self-discipline, coordinate peak staggering production, prevent unfair competition and promote it. To create a good ecology for the high-quality development of the industry.
Persisting in normal peak staggering production is the key for Shandong Cement Industry Association to fulfill its responsibilities and maintain the stable development of the industry. On November 14, in order to actively undertake the relevant work requirements of the Provincial Department of Industry and Information Technology and the Provincial Department of Ecology and Environment, the cement industry of Shandong Province officially issued the Implementation Plan of Peak Staggering Production in the Heating Season of Shandong Cement Clinker Enterprises in 2025-2026. We will continue to promote the smooth operation and structural optimization of the regional cement industry with scientific overall planning and precise measures.
As a bridge linking the government and enterprises, Shandong Cement Industry Association actively implements the national and provincial policy spirit, focuses on the core objectives of "stable growth, excellent structure and ecological protection", and does all kinds of work in a refined, detailed and practical manner. According to the actual situation of Shandong cement industry, the targeted peak staggering production plan is formulated.
The plan specifies that the peak staggering time of heating season is from November 15, 2025 to March 15, 2026, totaling 121 days, covering all cement clinker production lines in the province (excluding chemical supporting production lines). By means of unified time and classified implementation, we can balance market supply and demand, reduce disorderly competition, and reserve space for environmental protection transformation and equipment upgrading, so as to achieve win-win benefits of industry and ecology.
Precise implementation of "detailed deployment", taking into account both rigid constraints and flexible safeguards
, adheres to the principle of "fairness, fairness, openness and transparency", not only strengthens the rigid requirements of peak staggering production, but also fully considers the actual needs of protecting people's livelihood and promoting transformation. Establish a differentiated implementation system:
1. Classify and clarify the scope of implementation: for the production lines that undertake the tasks of protecting people's livelihood, such as residential heating, co-disposal of municipal solid waste and toxic and harmful waste, as well as the production lines that carry out ultra-low emission assessment and testing and SCR engineering transformation, it is allowed to adjust the peak staggering time by means of "peak staggering replacement". Ensure that people's livelihood security and transformation and development are both correct;
2. Standardize the compensation and suspension mechanism: for different types of special task enterprises, clarify the differentiated compensation and suspension standards, single-line heating enterprises need to make up for 4 months of peak staggering time in stages, and collaborative disposal enterprises should make up for the suspension according to the actual production days, so as to ensure that the total amount of peak staggering is not discounted;
3. Strict qualification review: For the production lines applying for undertaking special tasks, 16 enterprise production lines are finally determined to be included in the special guarantee list through standardized procedures such as qualification verification, on-site verification, public review and public announcement, so as to ensure that the review process is open, transparent and well-documented.
In order to ensure the effectiveness of peak-staggering production, Shandong Cement Industry Association has established a comprehensive guarantee system of "enterprise main body, association supervision and cross-regional coordination":
1. Require enterprises to strictly abide by the requirements of the plan, synchronously promote equipment maintenance, energy-saving upgrading, safety management and other work, to achieve "stop production without stopping, transformation without slackening" during the peak staggering period;
2. Strengthen the supervision function of the association, set up a sub-district supervision team, implement the mechanism of "daily on-site supervision, daily information disclosure, monthly report notification", establish the off-peak production account and violation reporting channels, and ensure the early detection and disposal of problems;
3. Deepen inter-provincial cooperation, coordinate with industry associations in neighboring provinces to promote off-peak production, achieve consistent pace and complementary results, prevent disorderly release of production capacity from the regional level, and consolidate the steady growth of the industry.
By scientifically coordinating the peak time, accurately balancing the relationship between supply and demand, and strictly regulating the market order, it not only effectively implemented the national and provincial policy requirements of stable growth and ecological protection, but also helped Shandong cement industry to solve the problems of homogeneous competition and overcapacity, laying a solid foundation for improving the quality and efficiency of the industry and optimizing and upgrading the structure.
