Recently, the Department of Ecology and Environment of Shanxi Province issued the Announcement on the Publicity of the List of the First Batch of A-level, B-level and Leading Enterprises in Shanxi Province in 2025. Among them, there are 76 A-level companies, of which 2 are upgraded from B to A, and 13 are newly added. Cement clinker is not on the list; there are 386 Grade B enterprises, including 15 cement clinker enterprises. However, these 15 companies are not upgraded from C or D, but from A-level downgrade. There are only 17 downgrades in the whole province, 15 of which are cement clinker, accounting for 88%, and there are many big players in the industry. Fifteen cement enterprises are distributed in eight cities in the province, and six of the eight cities belong to the Fenwei Plain, a key area.
The Technical Guidelines for Emergency Emission Reduction in Key Industries of Heavily Polluted Weather (Revised Edition 2020) stipulates that the "short board principle" of enterprise performance classification should continue to be implemented. At the time of rating, the requirements specified in the indicators of this level shall be met, and if one of them is not met, the rating shall be downgraded. It seems that at least one of the 15 enterprises failed to meet the A-level indicators and was decisively downgraded by the environmental protection department! After the issuance of the Guiding Opinions on Strengthening Emergency Emission Reduction Measures for Heavy Polluted Weather
in 2019, the head of the leading department of the Opinions said that it was not possible for a link to achieve ultra-low emissions to be classified as A-level. From pollution control technology, unorganized control, monitoring and control level and clean transportation mode, each link has a set of standards, only the whole process fully meets the requirements of ultra-low emissions can be finally graded. The number of enterprises meeting all the requirements is small, and the ratings of all A-level enterprises will be strictly checked. At the time of rating, the requirements specified in this level indicator shall be met, and if one of them is not met, the rating shall be downgraded. While A-level enterprises put up "gold-lettered signboards", they also put on "hoop curse". "Since we enjoy preferential policies, we must stand the test and convince other enterprises." Once it is found that there are enterprises that do not meet the requirements of the corresponding level and have prominent problems, they will be directly reduced to C level and included in the enterprise integrity files.
From this point of view, these 15 enterprises do not meet the requirements of the corresponding level, but it is not serious, only reduced to B level. But it's true that it can't stand the test. In January
2024, the Ministry of Ecology and Environment and other five ministries and commissions issued the Opinions on Promoting the Implementation of Ultra-low Emission in Cement Industry. Ultra-low emission of cement enterprises refers to the organized and unorganized emission of air pollutants and the transportation process of all production links (crushing, grinding, batching, clinker calcination, drying, co-disposal, etc., as well as the storage and transportation of raw materials, fuels and products) to meet the ultra-low emission requirements.
The main goal is that by the end of 2025, significant progress will be made in key regions, 50% of cement clinker production capacity will be transformed, and large state-owned enterprise groups in the region will basically complete the transformation of organized and unorganized ultra-low emissions; By the end of 2028, cement clinker production enterprises in key regions will have basically completed the transformation, and the whole country will strive to complete the transformation of 80% of cement clinker production capacity.
In the second item of policy measures, it is clear that differentiated environmental protection management policies should be implemented. Enterprises that have been assessed as Grade A can be transformed according to the requirements of ultra-low emission indicators. For enterprises that have not yet been rated A-level, A-level performance rating is required after the completion of ultra-low emission transformation and publicity. Enterprises that
have been rated as A-level can be transformed according to the requirements of ultra-low emission indicators, and meet the requirements of ultra-low emission in all production links, so that they can continue to enjoy preferential treatment such as reducing peak staggering production time and taking independent emission reduction measures during the warning period of heavily polluted weather; It can also enjoy the dividends of various national support policies for cement enterprises that meet the requirements of ultra-low emission transformation.
Now, the A-level gold-lettered signboard has been "smashed", so we can only apply for A-level again after completing the ultra-low emission transformation, especially for 12 enterprises located in key areas.
