On November 17, the People's Government of Xinfeng County, Ganzhou City, Jiangxi Province issued the "7.18" General Electric Shock Accident Investigation Report of Xinfeng Datang Industrial Park Xinfeng Fenggu Cement Co., Ltd.
It is reported that at about 2:42 on July 18, 2025, an electric shock accident occurred in the crushing workshop of Xinfeng Fenggu Cement Co., Ltd. in Xinfeng Datang Industrial Park, resulting in one death and a direct economic loss of 1.275 million yuan. The enterprises involved were recommended administrative penalties for multiple safety management loopholes, and the responsible persons will bear the corresponding responsibilities.
The report shows that Fenggu Cement Co., Ltd. is located in Datang Industrial Park, Gupi Town, Xinfeng County. Due to the problems of arrears of workers'wages, suppliers' payments and bank loans, the company stopped production throughout 2024 and resumed production in March 2025 with ore crushing and processing as its main business. The course of
the accident:
On the evening shift of July 17, Yang Mouwen, Yang Mouqiao and his wife on duty in the crushing workshop and forklift driver Liu Moumou carried out production operations according to the usual practice. 00 on the 18th, the crusher in the workshop broke down, and Wu Moumou, a mechanic, went to repair after receiving the notice. During this period, due to insufficient light at the working point, Yang Mouwen moved the lights on the workstation to the processing point for auxiliary lighting. After the maintenance was completed, at about 2:42, when Yang Mouwen retrieved the lamp, his right thumb and forefinger accidentally touched the exposed wire of the lamp wiring cable and fell to the ground instantly. After the
accident, the staff on duty turned off the main power supply of the workshop at the first time, carried out emergency rescue such as chest compression on Yang Mouwen, and quickly contacted Cao Mou, the legal representative of the enterprise, and 120 emergency personnel. After arriving at the scene, Cao immediately organized cardiopulmonary resuscitation. At 3:17, an ambulance arrived at the scene to carry out first aid. At 3:43, the injured were sent to the hospital for full treatment. However, due to their serious injuries, they died at 12:30.
After on-site investigation and comprehensive investigation, it was found that Yang Mouwen moved the live lighting lamps without authorization, touched the exposed live wires of the wiring cables with his right hand, and did not do a good job of personal protection, and the current passed through his right hand, formed a loop with the human body and the ground, resulting in electrocution. Is the direct cause of the accident.
The accident exposed many serious safety loopholes:
as the main body responsible for production safety, since Fenggu Cement Co., Ltd. resumed production, the management of production safety has been in name only: the legal representative, factory director, safety officer and other key personnel have not obtained the corresponding qualification certificates, and the safety responsibilities are only appointed orally. The rights and responsibilities are not clear; complete safety production rules and regulations and operating procedures are not established, there is no approval process for special operations such as hot work and temporary electricity use, and the site management is chaotic; safety production education and training for all staff and emergency drills are not carried out, and the safety awareness of employees is weak; Hidden danger investigation and management is a mere formality, resulting in long-term operation of lighting cables with eight joints, insufficient lighting in workshops, lack of protective equipment and other problems that have not been rectified for a long time, and serious shortage of investment in safety production.
At the same time, territorial management departments, industry authorities and business supervision departments also have shortcomings in coordination and daily supervision. Xinfeng High-tech Zone and the county Bureau of industry and information technology carried out inspections after the enterprise resumed production, but failed to find and urge the rectification of safety management loopholes in time; the county emergency management Bureau did not include the enterprise in the annual supervision plan, and the situation of its suspension and resumption of production was not clear, so there was an obvious blind spot in supervision.
The final division of accident responsibility and punishment suggestions are as follows:
1. In view of the fact that Yang Mouwen has died in the accident, it is suggested that he should be exempted from accountability.
2. Give administrative penalty suggestions to Fenggu Cement Company, the accident unit, and Cao Mou, the responsible person.
3. Instruct Xinfeng High-tech Zone, Xinfeng County Industry and Information Bureau and Xinfeng County Emergency Management Bureau to make a profound inspection to Xinfeng County People's Government.
