In recent years, under the policy guidance of promoting the unification of registered capacity and actual capacity, the cement industry has set off a wave of industry to fill the capacity gap, which is called supplementary capacity in the industry. According to incomplete statistics, at present, nearly 60 production lines have announced relevant plans. Under the framework of 2:1, 1.5: 1 and 1:1 replacement ratios stipulated in the Measures for the Implementation of Replacement, a large number of production capacity has been supplemented through shutdown and replacement, but there are hidden worries in this process- some zombie production capacity has been quietly revived. At the beginning of July
this year, Heilongjiang Provincial Department of Industry and Information Technology announced a 5000t/d cement clinker project supplementary capacity scheme, which is quite representative: the project is used to replace the 2000t/d clinker production line. It has been shut down in November 2022, and has been shut down for more than two years by the time the plan is released. It is worrying that this kind of zombie production capacity, which has been shut down for a long time, has become a replacement target for supplementary production capacity.
According to the current capacity replacement policy, there is a clear red line for the re-transfer of capacity indicators: capacity that does not belong to the elimination category, complete procedures, energy efficiency standards, etc. In particular, it stipulates that "production capacity that has been shut down for two consecutive years or more since 2013 shall not be transferred out (except for peak staggering production permitted by the policy)" . In the above cases, the production capacity that has been shut down for more than two years should belong to the invalid index of "can only be invalidated", but it is included in the supplementary capacity scheme, which obviously violates the original intention of the policy. What is
more alarming is that this phenomenon is not an example. In the promotion of supplementary production capacity, some enterprises neither change nor revoke the original capacity replacement scheme, and re-identify the transfer qualification after its legal invalidation, so as to "bring zombie production capacity back to life" in disguised form. This operation makes the idle capacity that should be withdrawn from the market re-enter the industry cycle and form a superposition effect with the existing capacity.
In addition, some cement production capacity, although not shut down for two years, but basically in a semi-shutdown state, it is difficult to survive in the next market competition, but also through the way of filling up production capacity to "replace the machine".
Supplementary capacity should regulate the order of industry capacity, but if it becomes a channel for the revival of zombie capacity, it will not only violate the original intention of capacity replacement policy, but also aggravate the existing problem of overcapacity in cement industry, which is not conducive to the healthy and sustainable development of the industry. For such illegal operations, it is urgent to check and rectify them in strict accordance with the new regulations.
