Kiln shutdown for 121 days in total! Shandong Province Heating Season Staggered Production Plan

On November 14, Shandong Cement Industry Association issued the Implementation Plan for Peak Staggering Production of Shandong Cement Clinker Enterprises in 2025-2026 Heating Season. Staggering time of

heating season: from 0:00 on November 15, 2025 to 24:00 on March 15, 2026, 121 days in total.

Peak-shifting scope: all clinker production lines of cement clinker enterprises in the province (including special clinker production lines, excluding chemical supporting clinker production lines). The general cement clinker production line, which undertakes the tasks of residential heating, coordinated disposal of municipal solid waste and toxic and harmful waste during the peak staggering production period of

heating season, and the special clinker production line, which is approved to produce special clinker in stages, as well as the production line for ultra-low emission assessment and detection, can be replaced by "peak staggering". Reasonably adjust the off-peak time and make up the off-peak production time in the non-heating season according to the requirements of this scheme.

According to the requirements of the provincial and municipal ecological environment departments, enterprises that must complete the transformation task of ultra-low emission projects in the whole process and carry out assessment and monitoring during the off-peak production period of the heating season must submit the time plan for assessment and monitoring to the Provincial Cement Association before November 20, 2025, which shall be implemented after the association has filed the record. The association will assist enterprises to apply to China Cement Association for public announcement.

According to the requirements of provincial and municipal ecological environment departments, enterprises that must complete SCR engineering transformation before the end of peak staggering production in this heating season must submit construction plans to the Provincial Cement Association before November 20, 2025. The Association will organize professional and technical personnel to conduct on-site verification in due course, and report the relevant progress to the Provincial Department of Ecological Environment.
