On November 14, Shandong Provincial Department of Industry and Information Technology, Shandong Provincial Department of Industry and Information Technology and Shandong Provincial Department of Ecology and Environment issued a notice on organizing the normal peak staggering production of cement in 2025-2026. The original text of the notice is as follows:
I. Peak-staggering production time
Peak-staggering production in the heating season is from November 15, 2025 to March 15 , 2026. Where the state has other provisions, such provisions shall prevail. During
the non-heating season, the cement industry in the whole province is encouraged to independently carry out peak staggering production through self-discipline.
2. The implementation scope
is all clinker production lines of cement clinker enterprises in the province (including special cement clinker production lines, excluding chemical supporting clinker production lines). Production lines that undertake the tasks of protecting people's livelihood, such as residential heating, co-disposal of municipal solid waste and toxic and harmful waste, and carry out ultra-low emission assessment and monitoring during the peak-staggering production period in the heating season, can reasonably adjust the peak-staggering time by means of "peak-staggering replacement", and make up for the peak-staggering production time in the non-heating season. After the completion of the transformation of the ultra-low emission project, enterprises immediately carry out assessment and monitoring, postpone the peak staggering for 20 days, and make up for it later.
3. Work requirements
(1) Unified thinking and understanding. Adhering to normal peak-staggering production is an important work arrangement for the state to promote the structural reform of the supply side of the industry and reduce air pollutant emissions, as well as an effective way to promote the orderly, stable and healthy development of the cement industry. All departments at all levels should play a functional role to effectively strengthen the organization and leadership of peak-staggering production in the cement industry. The municipal departments of industry, information technology and ecological environment should urge the cement clinker enterprises in the city to strictly implement the peak-staggering production tasks and maintain a fair and orderly market environment.
(2) Strict work constraints. Enterprises that violate peak staggering production regulations shall be given corresponding restrictions, and enterprises that fail to implement peak staggering production shall be jointly and publicly interviewed by municipal departments of industry, information technology and ecological environment, and rectification requirements shall be put forward. Municipal ecological environment departments should timely understand and grasp the implementation of peak staggering production in enterprises through the online monitoring platform of pollutant discharge, investigate and punish the illegal acts of excessive discharge, falsification of monitoring data and discharge of pollutants in violation of the provisions of pollutant discharge permits according to law.
(3) Give full play to the role of associations. Provincial cement industry associations should organize enterprises in the industry to closely follow up, predict and analyze the market situation, take into account factors such as environmental protection, energy consumption, supply and demand, negotiate peak staggering production plans within the industry, accelerate the transformation of ultra-low emissions in cement clinker enterprises, and complete the transformation of ultra-low emissions projects in the whole process by the end of 2025 as planned. Enterprises that have not completed the transformation of SCR project before the end of peak staggering production in this heating season should implement the time requirement of differentiated peak staggering production. We should regularly publish information on the progress of peak staggering production organization and the results of enterprise implementation, accept industry supervision, and ensure the orderly progress of work norms. We should strengthen communication and coordination with China Cement Association and surrounding provinces, deepen cross-regional coordination and linkage mechanism, and strive to ensure the smooth and healthy operation of the industry.
(4) Active publicity and guidance. Use all kinds of media to vigorously publicize the importance and necessity of peak staggering production in cement industry, enhance the sense of responsibility, honor and self-discipline of cement enterprises, and create a good atmosphere of public opinion. We will further open channels for reporting illegal enterprises, strengthen supervision by public opinion, and publicly expose enterprises that do not implement rules and regulations, do not keep their promises, and do not carry out peak staggering production.
