11 November, Habidora Vospankulov, Chairman of the Investment Committee of the Ministry of Foreign Affairs of Kazakhstan, met with representatives of QazCement Industries and Sinoma Cement Co., Ltd., a subsidiary of China National Building Material Group Co., Ltd.

The two sides discussed the progress of an investment project planned to be implemented in Aktobe Oblast. The project, with a total investment of about US $200 million, aims to build a cement plant with an annual output of 1.3 million tons (which can be expanded to 2.5 million tons later). After the completion of the project, it will help reduce the dependence of the western region of Kazakhstan on Russian and Iranian cement imports, and meet the domestic market demand with domestic products. During the
meeting, the two sides also considered issues such as infrastructure guarantee, construction cycle, localization of production (including the use of local raw materials such as chalk, clay and marl), and plans to create about 900 jobs during the construction phase and provide about 250 long-term jobs after commissioning.
Vospankulov pointed out that the project is of strategic significance to the industrialization and development of the construction industry in the western region of Kazakhstan, and will further deepen cooperation with Chinese industrial enterprises.
"This project reflects the efficient cooperation between Kazakhstan and foreign enterprises.". Together with the local government, we analyzed the market demand in the western region-that is, the "cement gap" that is currently filled by imports from Russia and Iran. After that, we helped Kazakh companies to find suitable strategic partners, and finally reached cooperation with Sinoma Cement Co., Ltd. After the implementation of the project, it will not only achieve import substitution, but also create new opportunities for exporting products to Russian border areas and Central Asian countries.
