Recently, "abnormal thallium concentration" appeared in Chenzhou-Leiyang cross-city section of Leishui, Hunan, which aroused social concern. In the early morning of
March 25, the Hunan Provincial Department of Ecology and Environment issued a circular saying that the main reason for the abnormal concentration of thallium was that when a cement production enterprise recently dismantled the kiln of the old production line, the dust containing thallium in the kiln was washed away by rainwater and flowed into the external environmental water through the rainwater outlet.
CCTV News reported on March 25 that the thallium pollution source was identified as Liangtian Cement Plant in Suxian District, Chenzhou City. Located in Group 3, Maitian Village, Liangtian Town, Suxian District, Chenzhou City, the cement plant was built in 1987. According to local media reports, Liangtian Cement Plant is the predecessor of Hunan Liangtian Cement Co., Ltd.

On March 16, the People's Government Office of Yongxing County, Chenzhou City, Hunan Province, issued a notice on the initiation of Level IV emergency response to environmental emergencies. The notice mentioned that at 20:00 on March 16, the surface water data of the Chenzhou-Hengyang cross-city section of Leishui showed abnormal thallium concentration, causing cross-city pollution and threatening the safety of drinking water downstream.
Later, Chenzhou and Hengyang were jointly disposed of upstream and downstream, and the Environmental Emergency and Accident Investigation Center of the Ministry of Ecology and Environment and the Hunan Provincial Department of Ecology and Environment sent experts to the local area to guide the disposal.
According to media reports, after the incident, Chenzhou City and Leiyang City organized sampling and monitoring of the whole Leishui River Basin, tracing more than 100 enterprises. According to public data, Leishui is the longest tributary of Xiangjiang River, a tributary of the Yangtze River, flowing from south to north, with a total length of 453 kilometers.
