The source of thallium pollution in Leishui, Hunan is thallium-containing dust washed away by rainwater in a cement enterprise in Chenzhou

The Hunan Provincial Department of Ecology and Environment issued a circular at 6 o'clock this morning (March 25), saying that the source of pollution was identified as a cement production enterprise located in Suxian District, Chenzhou City, after verification of the recent abnormal thallium concentration in the Leishui River Basin, which attracted much attention. The main reason was that when the enterprise dismantled the kiln of the old production line recently, the dust containing thallium in the kiln was washed by rainwater. It flows into the external environmental water body through the rainwater discharge outlet.

the circular, on March 16, 2025, the concentration of thallium in the Chenzhou-Leiyang cross-city section of Leishui, Hunan, was 0.13 micrograms/liter, which was abnormal (referring to the standard limit of 0.1 micrograms/liter for specific projects of centralized drinking water surface water sources in the Environmental Quality Standard for Surface Water). Under the guidance of the Emergency Response Office of the Ministry of Ecology and Environment, Hunan Province, Chenzhou and Hengyang quickly started emergency disposal, upstream and downstream linkage, and actively responded, and now pollution sources have been controlled. After the

incident, Chenzhou City and Leiyang City launched emergency response to environmental emergencies one after another, and organized sampling, monitoring and traceability investigation of the whole Leishui River Basin. On March 17, after verification, it was determined that the pollution source was a cement production enterprise located in Suxian District, Chenzhou City. The main reason is that when the enterprise dismantled the kiln of the old production line recently, the dust in the kiln was washed by rainwater and flowed into the water body of the external environment through the rainwater discharge outlet.

In recent emergency disposal, Chenzhou has focused on pollution source control, organized the transfer of wastewater from enterprises involved to heavy metal sewage treatment plants for disposal, and made every effort to eliminate hidden dangers of pollution sources by taking measures such as site anti-seepage treatment, building emergency pools, building brick cofferdams, and paving concrete in the main ditches of the plant area. Under the guidance of the technical specialist of the Ministry and the province, Chenzhou and Hengyang have made every effort to carry out measures such as source control and closure, putting in thallium removal agents, strengthening water regulation, and closely monitoring water quality indicators along the line to ensure the safety of drinking water for the masses. Monitoring data show that since March 16, the concentration of thallium in the effluent of the downstream water plants has been within the limit of 0.1 micrograms/liter of the Sanitary Standard for Drinking Water, and the safety of water supply has not been affected.
