Recently, the website of the Management Committee of Xiangjiang New Area (Changsha High-tech Zone) in Hunan Province issued a public announcement on the completion of the rectification of the second round of provincial ecological environment protection supervision feedback that "the management of the mixing station industry needs to be strengthened".
It is reported that 77 ready-mixed concrete enterprises in Changsha have been included in the examination and approval management, and some of them have not gone through the formalities of land use and project establishment. There are a large number of illegal mixing stations or water-stabilized material production lines in some counties and cities. Pingtang Branch of Yuelu Municipal Engineering Co., Ltd., Changsha Wenguang Transportation Co., Ltd. and Jianglan Agricultural Technology Service Center have not gone through relevant formalities. The pollution prevention and control level of some mixing stations is not high, and the environmental problems are prominent. The mortar production line of Hunan Lizhong Lianhua Concrete Company was built without approval and put into operation without inspection. A large amount of sand and gravel were piled up in the open air without pollution prevention and control facilities.
The rectification shall be completed before December 31, 2025.
On the completion of rectification measures:
(1) Strengthen industry management and consolidate the main responsibility. The Notice of the Development and Construction Bureau (Transportation Bureau) of Hunan Xiangjiang New Area Management Committee on Quarterly Inspection and Evaluation of Ready-mixed Concrete Production Enterprises was
issued to conduct a full coverage inspection of the ready-mixed concrete production enterprises within its jurisdiction, and to issue a notice of rectification within a time limit for the environmental protection problems found in the inspection.
(2) Illegal pre-mixing stations, asphalt mixing stations and water-stabilized material stations have been investigated and dealt with in accordance with the law and regulations, and environmental pollution problems have been rectified.
1. Pingtang Branch of Yuelu District Municipal Engineering Co., Ltd. has completed the rectification
. Upon verification, the former Pingtang Branch of Yuelu District Municipal Engineering Co., Ltd. leased a piece of land under the jurisdiction of Yanghu Street as a water-stable mixing station. At present, the station at this location has been shut down and demolished.
2. Changsha Wenguang Transportation Co., Ltd. has completed the rectification
. Upon verification, Changsha Wenguang Transportation Co., Ltd. has leased the site for office operation. The mixing station should be Shifengshan Cement Plant. At present, the station at this location has been shut down and demolished.
3. Jianglan Agricultural Technology Service Center has completed the rectification
and verification, and the station at this location has been shut down and demolished.
4. Hunan Lizhong Lianhua Concrete Company has gone through the relevant procedures and completed the rectification
. Hunan Lizhong Lianhua Concrete Company completed the filing of the enterprise investment project in the Development and Reform Bureau of Yuelu District, Changsha City in May 2021. On December 14, 2023, Hunan Lizhong Lianhua Concrete Company obtained the approval of the environmental impact report form of the new mortar production line project; On January 16, 2024, the column "Acceptance Report Publicity" of "National Construction Project Environmental Information Publicity Platform" publicized the contents of environmental protection acceptance for the completion of the new mortar production line project of Hunan Lizhong Lianhua Concrete Co., Ltd. At present, all sand and gravel stacking areas of the company have been completely closed, and spraying and dust suppression systems have been installed.
