On July 15, the Ministry of Industry and Information Technology is publicly soliciting opinions on the project of revising the Technical Specification for Mobile Power Safety. The mandatory national standards to be formulated this time will set stricter technical standards for mobile power supply, including charging treasure.

The mandatory national standards to be formulated include general requirements, product identification and other basic requirements, overcharge protection, overdischarge protection, short circuit protection, overload, misoperation, drop after cycle, intelligent management and other requirements of mobile power supply, overcharge, extrusion, thermal abuse, needling and other special requirements of lithium-ion batteries, and lithium-ion batteries. As well as the production process and key process requirements of lithium ion batteries and battery packs.

Earlier in June, the website of the Ministry of Industry and Information Technology disclosed that it had publicly solicited opinions on 17 mandatory national standard revision projects, including the Technical Specification for Mobile Power Safety, which was published from June 19 to July 18. It was drafted by China Institute of Electronic Technology Standardization, Ningde New Energy Technology Co., Ltd., Xinwangda Electronics Co., Ltd., Huawei Terminal Co., Ltd.

of the Ministry of Industry and Information Technology, according to the article published by the public number "Lithium Standardization" of the WeChat, the certification subject is "China Institute of Electronic Technology Standardization". The standard will comprehensively improve the safety of mobile power supply from the following aspects: First, on the basis of the two mandatory standards of GB 31241 "Technical Specification for Safety of Lithium Ion Batteries and Batteries for Portable Electronic Products" and GB 4943.1 "Audio and Video, Information Technology and Communication Technology Equipment Part 1: Safety Requirements", it is proposed to add or tighten overcharging, needling, extrusion, Thermal abuse and other test requirements; secondly, it is proposed to propose requirements for key materials directly affecting battery safety, such as positive and negative electrode materials, diaphragms and electrolytes; thirdly, it is proposed to propose requirements for key production processes of lithium ion batteries/battery packs/power banks; fourthly, it is proposed to introduce tests such as lithium dendrite precipitation after multiple cycles to evaluate the safety of mobile power supplies after aging; Fifthly, it is proposed to put forward intelligent monitoring requirements for mobile power supply, add safety information monitoring functions such as battery voltage and temperature, and explore new functions such as intelligent capacity/voltage regulation and interactive communication between devices.

According to reports, mobile power supply mainly includes charging treasure and outdoor power supply. In recent years, mobile power supply accidents have occurred frequently, and relevant departments have strengthened the formulation of mobile power supply standards and quality supervision. Since August 1, 2023, Charging Treasure has been officially included in the 3C compulsory certification catalogue, mainly based on GB 31241-2022 and GB 4943.1-2022. The mandatory national standard "Technical Specification for Safety of Mobile Power Supply" to be formulated is a mandatory standard specially formulated for mobile power supply, which is more targeted and will further improve the safety and quality level of mobile power supply. This standard will replace the above two mandatory standards as a new basis for CCC certification and supervision of mobile power supply.

In 2024, the cement sales of four overseas multinational cement groups, namely, Old Castle, Holcim, Heidelberg and Cemex, increased or decreased in different parts of the world. Except for Old Castle Group, the cement-related business income of the other three companies showed a year-on-year downward trend.
