On November 6, the Office of Industry and Information Technology of Ningxia Hui Autonomous Region issued a circular on the normalization of peak staggering production of cement in 2025-2026. The heating period of all cement clinker production lines in the region in winter and spring (as specified in the peak-shifting notice issued by the two ministries and commissions) is from 0:00 on November 15, 2025 to 24:00 on March 31, 2026, with a total of 136 days of peak-shifting production; the peak-shifting production in summer and autumn is tentatively set at 80 days. In order to implement the State Council's 2024-2025 Action Plan for Energy Conservation and Carbon Reduction, the Notice of the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment on Further Improving the Normalized Peak-Staggered Production of Cement (hereinafter referred to as the "Notice of Peak-Staggered Production of Two Ministries and Commissions") and other documents, all cement clinker production lines are In order to reduce the pressure of air pollution control during heating period, resist the vicious competition of "involution" and maintain the ecological health of the industry, we should carry out the work requirements of "peak staggering production" and "promoting the normalization of cement peak staggering". The matters related to the normal peak-shifting production of cement in 2025-2026 are hereby notified as follows:
I. The scope
of peak-shifting production is all cement clinker production lines in the region (the peak-shifting notice of the two ministries and commissions clearly requires).
2. Staggered peak shutdown time
(1) Heating period in winter and spring. The cement clinker production line in the whole region will implement off-peak production from 0:00 on November 15, 2025 to 24: 00 on March 31, 2026, totaling 136 days . Staggered peak shutdown is a cycle from 0 o'clock on the starting date to 24 o'clock on the ending date (including kiln drying time).
(2) Non-heating period in summer and autumn. Staggered peak production in summer and autumn is tentatively set at 80 days . The Cement Industry Association of the Autonomous Region will comprehensively study and judge the steady growth of industry, cement production capacity, market supply and demand, regional coordination and other factors, determine the specific shutdown time as a whole, and organize and implement it by means of industry self-discipline. Kiln shutdown time such as maintenance during non-peak-shifting production period of cement clinker production enterprises shall not offset the kiln shutdown time during peak-shifting production.
(1) All cement clinker production lines in the whole region shall start and stop at the same time, and all cement clinker production enterprises shall strictly implement the number of days of peak staggering and kiln shutdown during the heating period in winter and spring specified in this circular. It is strictly forbidden to open kilns without permission during peak staggering production. It consciously promises and cooperates with the Cement Industry Association of the Autonomous Region to implement peak staggering production in non-heating period in summer and autumn.
(2) Calcium carbide slag cement clinker production enterprises shall implement peak staggering and kiln shutdown by increasing calcium carbide slag storage, maintenance, technical renovation or upstream and downstream linkage. If it is difficult to complete the required peak staggering and kiln shutdown time by adopting the above methods, the Ningxia Cement Industry Association shall be entrusted to coordinate and make up for it by signing a "peak staggering replacement" agreement with the traditional cement clinker production enterprises. Relevant enterprises shall sign a "peak-staggering replacement" agreement with traditional cement clinker production enterprises before November 15, 2025, and submit the specific peak-staggering kiln shutdown plan to the local county (district) industrial and information technology and ecological environment departments for examination and approval before implementation. It will be reported to the industry, information technology and ecological environment departments of the autonomous region for the record before the end of November.
(3) Encourage cement clinker production enterprises to implement energy-saving and carbon-reducing transformation and energy-using equipment renewal, and enterprises whose comprehensive energy consumption per unit product of cement clinker has reached the national benchmark level through energy-saving supervision may extend the kiln opening time by 5 days; Encourage the implementation of ultra-low emission transformation. Cement enterprises that have been identified to reach the A-level of environmental performance can extend the kiln opening time by 5 days. Encourage the implementation of low-carbon fuel substitution. According to the four grades of using biomass fuel to replace fossil fuel in the current year, the kiln opening time can be extended by 2 days, 4 days, 6 days and 8 days respectively; Supporting the use of cement kilns to co-dispose of urban production waste and toxic and harmful wastes, according to the co-disposal volume of less than 20000 tons, 20000 tons to 40000 tons, 40000 tons to 60000 tons, 60000 tons to 80000 tons and more than 80000 tons in the previous year, the opening time of kilns will be extended by 2 days, 4 days, 6 days, 8 days and 10 days respectively.
The above extended days of kiln opening shall not be enjoyed in superposition, and the extended days may be replaced by other enterprises. Enterprises that intend to apply for the extension of kiln opening time shall apply to the departments of industry, information technology and ecological environment of the cities and counties (districts) where they are located before March 1, 2026, and provide supporting materials (hazardous waste permits, the amount of coordinated disposal in the previous year, the proportion of biomass fuels replacing fossil fuels, etc.). After verification and confirmation by the departments of industry, information technology and ecological environment of cities and counties (districts), the qualified enterprises shall be submitted to the departments of industry, information technology and ecological environment of the autonomous region before April 1 (copied to the cement industry association of the autonomous region at the same time). The departments of industry, information technology and ecological environment of the Autonomous Region entrusted the Cement Industry Association of the Autonomous Region to conduct on-the-spot verification and confirmation of the enterprises applying for the extension of kiln opening time, and then publicized the qualified enterprises in May.
4. Work requirements
(1) Correct thinking. The departments of industry and information technology, ecological environment of cities and counties (districts) and the cement industry associations of autonomous regions should strengthen the publicity of the current situation and policies of the industry. Guiding industry enterprises and their responsible persons to deeply realize that the implementation of normal peak staggering production is the most effective way to alleviate cement overcapacity, hedge market demand, prevent "involution" vicious competition, maintain enterprise efficiency and maintain industry ecological health; Deeply aware of the necessity of national implementation of peak staggering production of cement clinker production line, the importance of promoting the normalization of peak staggering for maintaining the sustainable and healthy development of the industry, consciously implement the requirements of peak staggering, and consciously safeguard the overall interests of the industry.
(2) Strengthen territorial management. The departments of industry, information technology and ecological environment of each city and county (district) shall urge and guide the carbide slag cement clinker and traditional cement clinker enterprises to sign the "peak-staggering replacement" agreement on schedule by holding special work promotion meetings and other means; for the carbide slag enterprises that fail to sign the replacement agreement within the time limit, they shall jointly carry out on-site supervision to ensure that all enterprises stop the kiln at the same time at zero hour on November 15. It is necessary to strengthen coordination and cooperation, carry out irregular inspections on the implementation of peak-staggering production in cement enterprises under the jurisdiction, issue timely supervision notices to enterprises that open kilns privately during peak-staggering shutdown, order them to shut down kilns immediately, and postpone the number of days of peak-staggering shutdown when the peak-staggering time specified in the notice expires, so as to ensure that peak-staggering shutdown is implemented in place.
(3) Strengthen industry self-discipline. The Cement Industry Association of the Autonomous Region shall closely track and analyze the cement market situation of the whole region, and put forward suggestions on peak-shifting production according to factors such as environmental protection, energy consumption, environmental sensitive period and market situation; encourage and guide enterprises to strengthen self-discipline, regularly verify and report the implementation of peak-shifting production and publish it in time, and accept social supervision; Timely feedback on the problems found and the reasonable demands of enterprises will jointly promote the orderly development of peak staggering production. During the period of starting emergency response to heavy pollution weather, enterprises should strictly implement emergency control measures. At the same time, we should strengthen the communication and coordination of industry associations in Shaanxi, Gansu, Qinghai and Inner Mongolia, explore the establishment of a coordinated linkage mechanism for regional peak staggering production, promote the dynamic balance between supply and demand, and achieve smooth operation and effective development of the industry. The departments of industry, information technology and ecological environment of
the autonomous region will organize experts to conduct on-site supervision in a timely manner, notify the enterprises that still do not stop kilns after the supervision of cities and counties, and interview the persons in charge of the enterprises when necessary. If the kiln is opened privately during the stipulated peak staggering production period, the preferential policy for prolonging the kiln opening in the next year shall be cancelled, and the list of cement clinker production lines announced in the next year shall be specified, and the production line shall be restricted to be traded as a capacity replacement index, and shall be included in the key supervision objects of the ecological environment department at the same time. The illegal information of enterprises shall be included in the list or blacklist of serious illegal and dishonest enterprises through "Credit China (Ningxia)", and their legal persons shall be included in the list of serious dishonest persons, and joint punishment shall be imposed on enterprises and their principal responsible persons.
