On November 3, the Bureau of Ecology and Environment of Hechi City, Guangxi, issued an administrative penalty decision (Hehuan (Feng) Penalty No.5, 2025), which was issued by Jizhou Concrete Co., Ltd. of Fengshan County, Hechi City.
It is reported that the administrative law enforcement officers of Fengshan Ecological Environment Bureau of Hechi City carried out an investigation on the construction site of the mixing station project of Jizhou Concrete Co., Ltd. in Fengshan County of Hechi City from September 9, 2025 to September 17, 2025. It was found that the party concerned committed the following ecological environmental violations:
On December 15, 2023, the party concerned started construction without obtaining the approval of the environmental impact assessment of Jizhou Mixing Station Project in Fengshan County. The party concerned obtained the EIA approval (Hehuan Fengshen [2025] No.3) on July 16, 2025, and the project had not been fully completed by September 9, 2025. The parties concerned have committed illegal acts of "building without approval" in the ecological environment.
Finally, the Ecological Environment Bureau of Hechi City decided to impose an administrative penalty on Jizhou Concrete Co., Ltd. of Fengshan County, Hechi City: a fine of RMB one hundred and sixty-three thousand two hundred and forty-three yuan only (¥ 163,243.00).
