By 2027, the green certificate market trading system will be basically improved, the green power consumption mechanism combining compulsory consumption with voluntary consumption will be more sound, the green power consumption accounting, certification and marking system will be basically established, the green certificate and other mechanisms will be more smoothly linked up, the potential of the green certificate market will be released faster, and the international application of the green certificate will be steadily promoted. To realize the smooth flow of green certificates throughout the country. By 2030, the green certificate market system will be further improved, the demand for green power for independent consumption in the whole society will be significantly increased, the green certificate market will operate efficiently and orderly, the international application of green certificates will be effectively realized, the environmental value of green power will be reasonably reflected, the high-quality development of renewable energy will be strongly supported, and the comprehensive green transformation of economic and social development will be promoted.

2. Stabilizing the supply

of green certificates in the market (1) Timely and automatic issuance of green certificates. Speed up the establishment of archives and cards for renewable energy power generation projects, and in principle, complete the establishment of archives and cards for grid-connected projects in the previous month. Strengthen the functional and technical support of the national green certificate issuance and trading system, and automatically issue green certificates in batches on a monthly basis according to the monthly settlement of renewable energy power generation projects provided by power grid enterprises and power trading institutions. In principle, the issuance of green certificates corresponding to the last month's electricity is completed in the same month.

(Two) enhance the scale of green power trading. We will accelerate the increase in the scale of green power trading with green power and the corresponding environmental value of green power as the subject matter, and steadily promote wind power (including decentralized wind power and offshore wind power), solar power (including distributed photovoltaic power generation and photothermal power generation), as well as renewable energy power generation projects such as biomass power generation, geothermal power generation and ocean power generation to participate in green power trading.

(Three) improve the green certificate cancellation mechanism. We will improve the closed-loop management of the whole life cycle of green certificates and standardize the green certificate cancellation mechanism. The green certificates that have declared the completion of green power consumption shall be written off according to the green power consumption certification certificate or other declaration materials; the green certificates that have not been traded or have been traded but have not declared the completion of green power consumption shall be automatically written off after the expiration of the validity period; For offshore wind power and photothermal power generation projects applying for China Certified Voluntary Emission Reduction (CCER), the green certificate corresponding to the emission reduction shall be cancelled after the verification and registration of the emission reduction is completed.

(4) Supporting the circulation of green certificates across provinces. To promote the rational circulation of green certificates throughout the country, all regions shall not restrict the trading areas of green certificates in any way. Support both sides to participate in green certificate trading or green power trading independently, and promote the optimal allocation of green certificates in a wider range.

3. Stimulating the consumption demand

of green certificates (5) Clarifying the compulsory consumption requirements of green certificates. We will steadily promote compulsory consumption of green certificates in accordance with the law, gradually increase the proportion of green electricity consumption and use green certificates for accounting. The proportion of green power consumption of enterprises and data centers in steel, non-ferrous metals, building materials, petrochemical, chemical and other industries, as well as other key energy-using units and industries, will be accelerated, and by 2030, in principle, it will not be lower than national average level of responsibility weight for total consumption of renewable energy power; the proportion of green power consumption of new data centers in national hub nodes will be further increased on the basis of 80%. In areas where conditions permit, a number of green power factories and green power parks with a high proportion of green power consumption will be classified and classified to encourage them to achieve 100% green power consumption. Incorporate green power consumption information into the environmental, social and corporate governance (ESG) reporting system of listed companies.

(Six) improve the voluntary consumption mechanism of green certificates. Relevant energy-using units are encouraged to further increase the proportion of green electricity consumption on top of the compulsory green electricity consumption. Give full play to the leading role of government departments, institutions and state-owned enterprises, and steadily improve the level of green power consumption. Enterprises are encouraged to actively disclose the consumption of green electricity. Leading enterprises, multinational corporations, their industrial chain enterprises and export-oriented enterprises are encouraged to build green industrial chain supply chains, increase the proportion of green power consumption year by year, and coordinate the green transformation of enterprises. Build a number of green power buildings and communities with a high proportion of green power consumption. Promote green charging piles and support new energy vehicles to charge green. Encourage residents to consume green electricity, promote power grid enterprises, green certificate trading platforms and other institutions to provide more convenient services for residents to purchase green certificates, and incorporate green electricity consumption into evaluation indicators such as green families and green travel. To study and establish the green power consumption classification and grading identification based on green certificate.

(7) Improving relevant financial and fiscal support policies. We will increase the support of green finance for enterprises, products and activities to carry out green power consumption, and strengthen green credit support. Incorporate the requirements of green power consumption into the evaluation criteria of green products, and study and formulate policies for government procurement to support green products.

4. Improving the green certificate trading mechanism

(8) Improving the green certificate market price mechanism. We should improve the price formation mechanism of green certificates, strengthen the price monitoring of green certificates, study and establish the price index of green certificates, and guide the price of green certificates to operate at a reasonable level. Referring to the separate transaction price of green certificate, the price of green certificate in green power transaction is reasonably formed.

(9) Optimizing the green certificate trading mechanism. We should improve the national unified green certificate trading system and strengthen the construction of green certificate trading platform. Promote the signing of medium and long-term purchase agreements for green certificates between the issuing and using parties. Support agencies to participate in the issuance and trading of green certificates for distributed new energy power generation projects. We will accelerate the establishment of provincial green certificate accounts and improve the transfer mechanism of the corresponding stock of hydropower green certificates for power grid agents.

(Ten) improve the green electricity trading policy. We will promote the construction of green electricity trading policy for many years, years, months and months, and encourage both sides to sign multi-year purchase agreements. Local governments are encouraged to implement national energy strategies and plans through green power trading, and effectively expand cross-provincial and cross-regional supply. Encourage qualified regions to combine the endowment of distributed new energy resources with the actual needs of users, and promote the aggregation of distributed new energy to participate in green power trading.

5. Expanding the application scenarios

of green certificates (11) Accelerating the construction of green certificate standard system. To study the standard system related to green certificates, compile the catalogue of green power consumption standards, and speed up the formulation of various standards in accordance with the principle of urgent use first. Promote the effective connection between green certificate and carbon emission accounting of enterprises in key industries and carbon footprint accounting standards of key products.

(12) Establishing a green power consumption accounting mechanism. Establish a green power consumption accounting mechanism based on green certificates, formulate green power consumption accounting norms, and clarify the accounting process and methods of green power consumption. Develop green power consumption accounting services to provide authoritative green power consumption lists for enterprises. Improve the ranking dimension and level of green power consumption statistics.

(Thirteen) carry out green power consumption certification. To formulate relevant technical standards, rules and labels for green power consumption certification, establish a green power consumption certification mechanism in line with China's national conditions, encourage third-party certification bodies to carry out green power consumption certification for different industries and fields, and promote the acceptance and application of certification results in relevant fields. Relevant subjects are encouraged to actively use green power consumption labels to improve their brand image and market competitiveness.

(Fourteen) promote the effective convergence of green certificates and other mechanisms. Promote the compaction of renewable energy power consumption responsibility weights to key energy-using units, and use green certificates for weight accounting. Gradually expand the scope of industries and enterprises required by the proportion of green power consumption and use green certificate accounting. We will promote the incorporation of green power consumption requirements into the management measures for energy conservation and carbon reduction of key energy-using and carbon-emitting units. Strengthen the connection between green certificate and carbon emission accounting, and strengthen the application of green certificate in carbon footprint accounting of key products and carbon labeling of products.

6. Promoting the application of green certificates to go out

(15) Promoting the internationalization of green certificate standards. We should adhere to the combination of "bringing in" and "going out", and coordinate the compilation of international and domestic standards. Promote the use of China's green power consumption standards for international green power consumption accounting and certification, and enhance the authority and recognition of the standards. We will speed up the compilation of international standards for green power consumption and promote the transformation of China's green power consumption standards into international standards. Do a good job in the international promotion of general accounting methods and standards.

(16) Strengthen international cooperation and exchanges. In the intergovernmental institutional dialogue, green certificates will be taken as an important topic, and various institutions and enterprises will be supported to carry out practical exchanges and cooperation with the international community in the formulation of standards, certification docking, accounting and application of green power consumption, so as to guide trading partners to recognize China's green certificates. Do a good job of communication and exchanges with international organizations, increase publicity efforts, and promote the expansion of the use of green certificates in China. Cultivate green power consumption certification institutions with international influence, encourage the industry to establish international organizations for green power consumption initiatives, enhance the coverage and influence of green certificates on energy-using enterprises, and enhance the green competitiveness of enterprises.

(17) Strengthen policy publicity services. Green certificate policy publicity activities should be carried out flexibly and diversely to promote the formation of a good atmosphere for active consumption of green electricity. Activities to promote green certificate trading, such as publicity meetings and negotiation meetings, are encouraged. Encourage all regions, especially Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area and other areas with more demand for green certificates, to explore the establishment of green certificates and green electricity service centers to better meet the demand for green electricity consumption.

The National Energy Administration will work with relevant departments to monitor the green certificate market, strengthen the coordination between the green certificate and other mechanisms, jointly promote the construction of the green certificate market, and create a good atmosphere for the consumption of green power. Green certificate issuing agencies and green certificate trading platforms should conscientiously implement their main responsibilities and efficiently standardize the issuance and trading of green certificates. Provincial energy authorities, in conjunction with relevant departments, organize relevant energy-using units to implement the target requirements for the proportion of green power consumption. The dispatched agencies of the National Energy Administration shall supervise the green certificate market within their jurisdiction.
