On November 17, Wang Lijun , chairman of China International Association for the Promotion of Science and Technology, said in an interview that China's photovoltaic and energy storage industry has achieved "scale leadership", but "scale leadership" is not directly equivalent to "technology leadership" or "strong industrial chain". Independent and controllable core technology is the core of the international competitiveness of the industry.
The following is the transcript of the speech:
Question 1: In October this year, the China International Association for the Promotion of Science and Technology officially opened the establishment of the Wind, Solar, Thermal Power and Energy Storage Branch, which is the first professional organization focusing on the field of "wind, solar, thermal power and energy storage". What is the significance of the establishment of the association and what are the specific plans? What role will it play in the green and low-carbon transformation of energy and the construction of new power systems? The establishment of Wind, Solar, Fire and Storage Branch is an inevitable requirement to conform to the trend of energy revolution and serve the national "double carbon" strategy, as well as an urgent need to meet the challenges of high proportion of new energy access to the grid and build a new power system.
Its core significance lies in:
1.2. The core mission of the branch is to promote the coordinated development of "wind, solar, fire and storage", through the flexible regulation of thermal power and the precise regulation of energy storage charging and discharging, to form multi-energy complementarity with clean energy such as wind and solar, and to improve the stability, reliability and overall efficiency of the energy system.
3.
Our specific plans mainly include:
1.2. At the same time, we will actively participate in or lead the formulation of technical standards, evaluation norms and industry conventions related to the synergy of wind, solar, fire and storage, and guide the standardized development of the industry.
3. For example, at the inaugural meeting just concluded, we promoted a number of collaborative contracts covering industry, University and research, upstream and downstream.
4.
In terms of its role, the branch will be positioned as a "high-end communication platform, professional enabling think tank, industrial bridge and link". We hope that through the above work, we can effectively enhance the economy and market competitiveness of the integration project of wind, solar, fire and storage, and provide solid industrial support and organizational guarantee for the construction of a clean, low-carbon, safe and abundant, economic and efficient, supply-demand coordination, flexible and intelligent new power system.
Question 2: As the leader of a professional organization focusing on multi-energy synergy, what do you think are the core technical or mechanism difficulties and pain points of the current optical storage industry in the process of "integration of wind, solar, fire and storage"? What specific measures will the branch take to promote breakthroughs in the future?
From the technical and operational point of view:
1. This requires advanced power prediction algorithms, intelligent energy management systems and network technology and equipment support. 2.
2. 3. System Integration and Security: Scale " From the perspective of mechanism and market: 1. How to establish a fair and reasonable market trading, dispatching operation and capacity compensation mechanism is the key. 2. The follow-up measures of the branch will focus on: 1.2.3 . At the same time, members will be organized to study and discuss the latest national policies. For example, the spirit of integrated development, aggregation operation and market transaction in the Guiding Opinions on Promoting the Integration and Development of New Energy (Guonengfa Xinneng [2025] 93) guides enterprises to comply with the policy orientation. 4. Question 3: The installed capacity of PV and new energy storage in China has been in the forefront of the world. How do you view the relationship between "leading scale" and "independent and controllable core technology" in the current industry? In the future, what aspects should we focus on to enhance the international competitiveness of the industrial chain? However, "leading scale" is not exactly the same as "leading technology" and "strong industrial chain". We must clearly realize that "core technology autonomy and controllability" is the foundation and guarantee for "scale leadership" to be sustainable, healthy and valuable, and is the core of the international competitiveness of the industry. The relationship between the two is complementary and dialectical unity: scale effect can dilute R & D costs, provide application scenarios and market feedback for technological innovation, and provide an important basis for accelerating technological iteration. Technology autonomy and controllability can avoid the risk of "sticking neck", enhance the resilience and security level of the industrial chain supply chain, and ensure that the scale advantage is not subverted. At the same time, the high performance, low cost and high reliability brought by core technology are the key to maintain and expand the market scale. At present, we still have some external dependence or breakthrough links in some key materials, core process equipment and cutting-edge technologies (such as some new battery technologies, precision sensors, high-end chips, etc.). Therefore, in order to enhance the international competitiveness of the industrial chain in the future, we need to focus on the following aspects: 1.2. This is in line with the requirements of ensuring the safety and stability of the industrial chain and supply chain in the policy documents such as the Action Plan for the High-quality Development of New Energy Storage Manufacturing Industry. 3. Establish and improve the whole life cycle quality management and traceability system. 4. Strengthen industry self-discipline to prevent low-price and low-quality products from disrupting the market. 5. Actively participate in the formulation of international standards and promote Chinese technology and standards to the world. Question 4: Photovoltaic storage technology is deeply integrated with green factories, electric vehicle, hydrogen energy and other scenarios. What new industrial models or market opportunities do you think will emerge from this cross-border integration? How should enterprises and practitioners grasp this trend? 2. Document No.93 of the National Energy Administration clearly proposes to promote the integration and development of distributed new energy in various fields and build a low-carbon and zero-carbon park. 3. This provides a new path for the absorption of scenery, and also gives birth to new formats such as green hydrogen ammonia alcohol. Document No.93 specifically emphasizes the need to enhance the level of coordinated development of wind and solar hydrogen storage. 4.5 . For enterprises and practitioners, it is important to grasp this trend. Need: 1.2.3.4.5 . Fengguang Huochu Branch will play an active role as a platform to promote the exchange and cooperation of these cross-border integration. Together, we will seize the tremendous opportunities brought by the energy revolution.
