Five wharfs, including Sulong Cement Co., Ltd., Jiangsu Baoyun New Building Materials Co., Ltd., Yangzhou Nanyang Concrete Co., Ltd., Baoying Qiyang Port Co., Ltd. and Baoying Lake Grain Transportation Co., Ltd., have not obtained the approval procedures for the shoreline, but Baoying County Transportation Bureau has handled the port operation license for them in violation of regulations.
Among them, Sulong Cement, Baoyun New Building Materials, Nanyang Concrete and other three wharfs are not within the scope of the overall planning of Yangzhou Inland River Port, and have been included in the scope of Yangzhou illegal wharf renovation. Baoying County reported to Yangzhou Transportation Bureau that three wharfs had been demolished and banned by the end of 2022, but they were still in operation. Yangzhou Transportation Bureau did not go to the site for acceptance and verification, and supervision became a mere formality.
The rectification situation shows that Baoying County has set up a leading group for rectification work to comprehensively promote the rectification of problems. Four wharfs of Sulong Cement Co., Ltd., Yangzhou Nanyang Concrete Co., Ltd., Jiangsu Baoyun New Building Materials Co., Ltd. and Yongshuntai (Baoying) Malt Co., Ltd. were demolished, cleaned up and restored to green in July 2023. The demolition of the above four wharfs passed the provincial stage acceptance on September 30, 2024. Baoying County has set up a special supervision class to carry out joint supervision and inspection during the existence of the wharf, and urge enterprises to strictly implement various measures such as dust control, noise control, sewage treatment and safety in production. According to the Plan for Demolishing the Temporary Loading and Unloading Points of the Beijing-Hangzhou Canal in Baoying County, the two wharfs of Baoying Lake Grain Transportation Co., Ltd. and Baoying Qiyang Port Co., Ltd. were demolished and cleaned up according to law in October 2025, and the greening work was completed. 2023 (Su Changjiang Ban Fa [2024] No.17) has completed the rectification of the demolition of six wharfs along the Beijing-Hangzhou Canal in Baoying County, Yangzhou City. In accordance with the Measures of Jiangsu Province on Rectification, Acceptance and Cancellation of Ecological and Environmental Problems in the Yangtze River Economic Zone, the completion of the rectification of the problem is announced as follows:
I. Rectification
According to the Regulations on Port Operation and Management of the Ministry of Transport, it is necessary to go through the shoreline examination and approval procedures to obtain the operation license of inland river ports and wharfs. In July 2023, the investigation found that five wharfs, including Sulong Cement Co., Ltd., Jiangsu Baoyun New Building Materials Co., Ltd., Yangzhou Nanyang Concrete Co., Ltd., Baoying Qiyang Port Co., Ltd., and Baoying Lake Grain Transportation Co., Ltd., had not obtained the approval procedures for the shoreline, but Baoying County Transportation Bureau handled the port operation license for them in violation of regulations. (1) demolish the wharf of Sulong Cement Co., Ltd., Jiangsu Baoyun New Building Materials Co., Ltd., Yangzhou Nanyang Concrete Co., Ltd., Yongshuntai (Baoying) Malt Co., Ltd. According to the requirements of site cleaning and greening, the renovation will be completed by the end of June 2024. Baoying County revoked the port operation license for enterprises in violation of regulations according to law, and carried out self-examination and self-correction of the port operation license.
(2) According to the "Yangzhou Inland Port Master Plan (2019-2035)" approved by the provincial government, two wharfs, Baoying Lake Grain Transport Co., Ltd. and Baoying Qiyang Port Co., Ltd., are temporarily retained as temporary loading and unloading points to meet the needs of grain transport, container transport, livelihood projects and major projects in Baoying County. County transportation, ecological environment, water and other departments should strengthen the supervision of two temporary loading and unloading operation points in accordance with the law and regulations, and urge enterprises to strictly implement various measures such as dust prevention and suppression, noise control, sewage treatment and safety in production. At the same time, two temporary loading and unloading points will be demolished within a time limit, and they will be demolished before rectification and acceptance.
(3) Improve the mechanism of routine inspection and department linkage, increase the intensity of routine inspection and punishment, hand over and supervise the problems found in time, carry out "looking back" on the regulation of illegal wharfs, ensure that the problems are rectified in place, and strictly prevent "resurgence".
Fourth, the goal
of rectification is to shut down illegal wharfs in accordance with the law and regulations, and to standardize the establishment of a long-term regulatory mechanism.

Baoying County has carried out a large-scale investigation and rectification of the disclosure of the ecological environment warning films in the Yangtze River Economic Zone in 2023, constructed a closed-loop management system of the whole chain of "investigation-rectification-marketing number-supervision", strengthened the normal inspection of navigation channels such as Yanbao Line, and carried out special rectification actions for illegal wharfs within its jurisdiction. We will resolutely investigate and ban illegal wharfs in navigable waters, and strictly prevent the "resurgence" of wharfs that have been banned.
