Put an end to disorderly competition at low prices! Symposium on Cement Industry in Gansu Province

29, the second Symposium on cement industry in Gansu Province was successfully held in Lanzhou in 2025. Wu Yunfeng, a fourth-level researcher of Raw Material Industry Department of

Gansu Provincial Industry and Information Technology Department, and Liu Jibin, Executive Vice President of China Cement Association and President of Provincial Cement Association, attended the meeting and made speeches. More than 30 leaders of cement enterprises from all over the province gathered together to exchange and discuss key issues of industry development. Wang Yantian, Executive Vice President and Secretary-General of the

Association, presided over the meeting.

At the meeting, the leaders of cement enterprises reported on the three key issues and expressed their opinions.

Firstly, the "2025-2026 Annual Peak Staggering Production Work Plan for Cement Enterprises" proposed by the Association and discussed and approved by the first meeting of Lanbailin Cement Enterprises was discussed. After the discussion and approval, the main responsible person of the enterprise signed and confirmed the annual framework on the spot;

Secondly, it introduces the progress of the Company's capacity replenishment and capacity replacement work, and puts forward suggestions on further implementing the key tasks of capacity optimization in the industry;

thirdly, it reports the production and operation of the Company from January to October in 2025;

At the meeting, Wu Yunfeng, a fourth-level researcher of the Raw Material Industry Department of the Gansu Provincial Office of Industry and Information Technology, made a guiding speech. He interpreted the policy requirements of peak staggering production planning, capacity management and capacity replenishment for cement enterprises in 2025-2026, and combined with the industrial development of the whole province, put forward specific guidance for the development of cement industry from the aspects of policy implementation, market supervision and stable growth of anti-involution, emphasizing the need to co-ordinate peak staggering production and capacity management. Promote the smooth operation of the industry. At the end of the

meeting, Liu Jibin made a concluding speech. He stressed that the cement industry in Gansu should strictly implement the rigid peak staggering production policy to ensure that the "2025-2026 annual peak staggering production work plan" is effective; Second, we should further strengthen industry self-discipline, put an end to low-price and disorderly competition, and adhere to the business philosophy that "industry interests are higher than enterprise interests, and enterprise interests are bred in industry interests"; Thirdly, we should thoroughly implement the spirit of the "Symposium on Steady Growth of Cement Industry" of the Raw Materials Department of the Ministry of Industry and Information Technology and the "Conference on Implementing Steady Growth of Cement Industry" of the China Cement Association, and take peak staggering production and capacity management as the starting point to promote the implementation of various measures of anti-involution and steady growth, so as to effectively improve the quality and efficiency of industry development. At the same time, he put forward specific requirements on the key work and role of the association in the anti-involution and steady growth of the cement industry.

The meeting reached a number of important consensus: the participating enterprises unanimously recognized the importance of off-peak production to balance supply and demand, and pledged to actively promote the standardization of capacity replacement and replenishment, jointly strengthen industry self-discipline, and work together to create a healthy and orderly market ecology.

The meeting emphasized that in the face of the severe challenges of serious overcapacity and the continuous decline of market demand, we should study and implement the spirit of the Fourth Plenary Session of the Twentieth Central Committee of the Communist Party of China, closely revolve around the six departments'Work Programme for Steady Growth of Building Materials Industry (2025-2026), and work together to promote anti-involution, steady growth, restructuring and increasing benefits of the industry. We will strive to achieve the goal of green, low-carbon and high-quality development of the cement industry in the province.
