On October 28, the Zhejiang Provincial Department of Ecology and Environment issued a public announcement on the third round of feedback from the central supervision of ecological environment protection (No.3). The publication date is from October 29, 2025 to November 11, 2025. The problem of this
rectification is: according to the relevant requirements, the construction of new cement production capacity projects is strictly prohibited, and the new cement projects are replaced by equal or reduced quantities. Inspectors found that the capacity replacement of some cement projects in Hangzhou, Zhejiang Province was not in place .

(1) Define the plan of supplementing and replacing production capacity. In May 2024, it was decided to shut down a 2500 tons/day cement clinker production line of Tonglu Southern Cement Co., Ltd. Supplement and replace the increased cement clinker production capacity of 1000 tons/day of Fuyang and Jiande production lines according to the reduction ratio of 2:1.
(2) Implement measures to limit production and reduce energy consumption. In June 2024, Fuyang Hangzhou Shanya Cement and Jiande Southern Cement implemented measures to limit production and reduce energy, and organized production in strict accordance with the approved production capacity. The territorial government organizes forces to be responsible for the daily supervision of the enterprise's production restriction, so as to ensure that the production capacity of the enterprise's production line is controlled within the scope of compliance.
(3) Dismantle the replacement production line in the south of Tonglu. In September 2024, the Provincial Economic and Credit Department issued the Notice of Supplementary Capacity Replacement Scheme of Jiande Southern Cement Co., Ltd. of Hangzhou Shanya Southern Cement Co., Ltd., and the main kiln barrel of Tonglu Southern Cement Replacement Production Line was demolished. In May 2025, all the main equipment of Tonglu Southern Cement Replacement Production Line was dismantled.
(4) Handling of relevant approval procedures for capacity replacement of enterprises. As of July 11, 2025, Fuyang Hangzhou Shanya and Jiande Southern Cement have completed the relevant procedures of technical reform filing, production permit, emission permit, environmental assessment and energy assessment.
2. Draw inferences from one instance. In October 2024, the city deployed a comprehensive arrangement of cement production capacity. After investigation, since 2021, there is no other cement production capacity replacement project in districts and counties of Hangzhou City except Jiande; Jiande City plans to implement a cement production capacity replacement project (Jiande South Phase II 4000 tons/day cement clinker production line), but the project has not officially started construction. After enterprise application and step-by-step declaration, on June 16, 2025, Zhejiang Economic and Credit Department issued a notice to cancel the replacement project.
3. Long-term mechanism. In December 2024, the Bureau of Economy and Information Technology of Hangzhou issued the Notice on Standardizing the Acceptance and Acceptance of Cement Capacity Replacement Projects, further clarifying the requirements for joint acceptance and acceptance of cement capacity replacement projects, earnestly strengthening the ex post supervision of capacity replacement projects, strictly preventing fraud, "approving small and building large" and other phenomena, so as to ensure the safety of cement production. Strictly implement the Implementation Measures for Capacity Replacement of Cement and Glass Industry (2024 edition) issued by the Ministry of Industry and Information Technology.
3. Effectiveness
of rectification 1. Curbing new production capacity in violation of regulations. Strictly implement the policy of capacity replacement, and urge Hangzhou Shanya Southern Cement Co., Ltd. and Jiande Southern Cement Co., Ltd. to complete capacity replacement as required.
2. Improve the supervision and management system. A supervision system with unified command and efficient coordination has been established, and a comprehensive survey has been carried out on the replacement project of cement production capacity in Hangzhou since 2021, and problems have been found and rectified immediately. At the same time, a system has been formed to further clarify the procedures and requirements for joint acceptance of capacity replacement projects, and to strengthen the supervision of capacity replacement projects after the event.
3. Strengthen the awareness of green development. Through capacity replacement and rectification, the development concept of "green, circular and low-carbon" has been further consolidated, the layout of green and low-carbon industries has been continuously optimized, the construction of energy efficiency benchmarks in key industries has been fully promoted, the technical support for energy conservation and carbon reduction has been continuously strengthened, and efforts have been made to form an industrial system characterized by low carbon and high efficiency.

From September 5 to 11, according to the requirements of the detailed rules for the implementation of the acceptance and marketing work, the rectification and acceptance work plan was formulated, the verification working group was set up, and the information reported by Hangzhou was examined synchronously. On September 12, we went to the site for verification, listened to the general introduction of Hangzhou on the rectification of supervision feedback, and consulted the production accounts and related information of Hangzhou Shanya Southern Cement Co., Ltd. and Jiande Southern Cement Co., Ltd. to verify that their production capacity is limited within the scope of compliance; On-site inspection of Tonglu Southern Cement Co., Ltd. for the removal of replacement production lines and related work table accounts. According to the verification, "according to the relevant requirements, the construction of new cement production capacity projects is strictly prohibited, and the new cement projects are replaced by equal or reduced quantities.". Inspectors found that the capacity replacement of some cement projects in Hangzhou was not in place (No.3). " All rectification measures have been implemented to achieve the expected rectification objectives and meet the marketing conditions.".
