The generation or transaction of each green certificate means that 1000 degrees of green power has been produced or consumed. By selling green certificates, power generation enterprises can obtain environmental benefits of green power, which is conducive to mobilizing the enthusiasm of project development and construction. By purchasing green certificates, users can prove that they have completed green power consumption or fulfilled their social responsibilities, which is conducive to promoting the consumption and utilization of renewable energy power. Third, it is conducive to supporting the convergence of electricity and carbon, helping to achieve the goal of double carbon and the overall transformation of the economy and society. Green certificate, as an authoritative certificate to trace and prove green power consumption, opens up the key link of electricity and carbon synergy, is an important link to promote green and low-carbon energy transformation and energy conservation and carbon reduction in the whole society, and is of great significance to promote the high-quality development of renewable energy and help achieve the goal of double carbon.
(3) The role

(2) Issuance requirements and rules

4. Green Certificate Transaction

The separate transaction of green certificates is not subject to the physical connection of the power grid and is freely traded throughout the country. Green power trading refers to the variety of power trading with green power and the corresponding environmental value of green power as the subject matter. Green certificates are provided at the same time to meet the needs of power generation enterprises, power selling companies and power users to sell and purchase green power. Listing transaction means that the seller lists the relevant information of the green certificate to be sold on the green certificate trading platform, and the intended buyer checks the real-time listing information through the trading platform to complete the green certificate transaction and settlement by delisting. The seller's listing information shall include the quantity, unit price, project type, project introduction and other information of the subject matter of the transaction.
Bilateral negotiation transaction means that both parties independently negotiate to determine the quantity and price of green certificate transaction, sign a one-time transfer agreement, and complete the green certificate delivery through the green certificate trading platform. Both sides of the transaction can choose to pay online funds on the trading platform, or they can negotiate to pay offline funds on their own. 44.45

For green power transaction, the transaction price of green certificate shall be determined by the buyer and seller through negotiation, and shall be specified separately in the transaction contract.
(3) Other regulations and requirements
46. In green electricity trading, the price of electricity and the price of green certificates should be clearly defined. At the time of transaction settlement, the electric energy part of the green power transaction shall be settled separately from the green certificate part, and the green certificate part shall determine the settlement quantity according to the principle of taking the smaller of the contract electricity quantity, the on-grid electricity quantity of the power generation enterprise and the electricity consumption of the power user in the current month, and shall be settled at the green certificate price.

Among them, for the direct purchase of energy-using enterprises, the national green certificate issuance and trading system transfers the corresponding green certificate of electricity to the account of energy-using enterprises according to the settlement results of electricity transaction pushed by power grid enterprises and power trading centers; For power grid enterprises purchasing electricity on behalf of users, the national green certificate issuance and trading system will transfer the corresponding green certificate to the provincial green certificate account in the administrative region where the power grid enterprise is located. 48.49
